2The Role..
- Exercise overall management responsibility for
the coordination of response efforts by
- Setting priorities for the response efforts.
- Promoting unity of effort among all responding
agencies. - Ensuring Unity of Command (one supervisor)
- Ensuring that multi-agency and/or inter-agency
coordination is accomplished effectively at the
EOC level. - Ensuring that EOC staff issues clear guidance
and directives and then follows up on actions
initiated.

with the OES Inland Region on all matters
regarding the allocation of resources from
outside the Operational Area. - Ensures EOC staff submits all required reports
on time. - Manages EOC actions in the transition from
response to recovery. - Is responsible for all actions of the EOC staff.

- Staffing policy recommendations
- Staffing based on minimum 12 hour Operational
Period - Staffing identified for 5-7 days,
- 24 hour operation

7EOC Director Job Description
The EOC Director is designated by in ordinance
and reports directly to the governing board. At
the county level may be the Chairman of the Board
of Supervisors and reports directly to the Board
of Supervisors.
8EOC Director Position Responsibilities
- Provide guidance and direction to ensure that
the EOC staff anticipates situations. - Develop contingency courses of action that would
meet operational needs. - Organizes the appropriate level of EOC
organization. - Continuously monitors the staffing pattern.

to emergency response. - May be called on for expertise in recovery and

19Safety Officer Job Description
The Safety Officer monitors activities in the EOC
and ensures the work environment is conducive to
safe operations. The Safety Officer observes
group interaction and individual performance to
ensure work-related stress does not adversely
effect the performance of the staff.
20Safety Officer Position Responsibilities
- Ensure safe operating conditions for all
facilities that support EOC operations. - Monitor all EOC and related facility activities
to ensure activities are undertaken in the safest
conditions for the circumstances. - Stop all unsafe conditions.
- Establish and maintain a communications link to
activated city EOCs and Inland Region REOC.

21Safety Officer Position Responsibilities
- Advise the EOC Security Officer of your function
and secure information regarding emergency
conditions. - Tour the entire facility area to determine the
scope of operations. - Advise the EOC Director on space management
issues. - Evaluate conditions and advise the EOC Director
of any conditions and actions that might result
in liability e.g., oversights, improper response
actions.
22Safety Officer Position Responsibilities
- Study the facility to learn the locations of all
fire extinguishers, fire hoses, and emergency
manual pull stations. - Know where the emergency exits are located.
- Be familiar with particularly hazardous
conditions within the EOC. - If the event which caused the EOC activation is
an earthquake, provide guidance on aftershock
preparation. - Coordinate with the EOC Safety Officer.

The Public Information Officer is the lead for
the Operational Area Emergency Public Information
System. The Public Information Officer is the
voice of the Operational Area to the media.

The Public Information Officer ensures
information support provided to the public, field
responders, and Operational Area and the media is
accurate and timely.
26Public Information Officer Job Description
In a large event, the Operational Area may expand
the Public Information function to include
representatives from other affected
jurisdictions, special districts, non-profits and
private sectors to transform to a Joint
Information Center.
27Public Information Officer Position
Responsibilities
- Serves as the primary information gathering
point for information relating to Operational
Area activities. - Provides information to the OES Inland Region
for inclusion in any releases from the Inland
Region. - Coordinates with and supports impacted areas of
Operational Area cities and Incident Command
Posts, ensuring effective information flow in all
directions.
28Public Information Officer Position
Responsibilities
- Works with Planning/Intelligence and Operations
Sections to quell rumors. - Coordinates consistent information about
lifesaving procedures, health preservation
instructions, emergency status and other
information, and relief programs and services. - Staffs the Public Information Office/JIC,
including agency specific information officers,
clerical and support personnel, in consultation
with the OES Inland Region Public Information
Officer.

- Interacts with other branches within the EOC to
provide and obtain information relative to Public
Information operations. - Develops a schedule for regular updates from
city and special district Public Information
Officers and news briefings (if applicable) and
an information release program.

Provides 24 hour security for EOC and supporting
facilities
32Security Officer Position Responsibilities
- Provide a secure environment in the EOC and
supporting facilities. - Control personnel access to facilities in
accordance with policies established by the EOC
Director. - Determine what security requirements are
necessary and establish staffing as needed. - Determine needs for special communications.

- Make needs known to Logistics.
- Complete a radio or communications check on all
on-duty security personnel. - Establish or relocate security positions as

dignitaries visiting the EOC.

- Oversees the activities of Agency
Representatives assigned to the EOC. - Provides critical information and support to
Agency Representatives within the EOC. - Ensures all EOC developed guidelines,
directives, action plans, situation reports and
appropriate materials are disseminated to Agency
Representatives.

- Provides continuous support to all EOC assigned
Agency Representatives ensuring they have signed
into the EOC understand their assigned function

Representative assigned directly to a EOC Branch.

contact information for each and make it
available to all Section Chiefs and branch

An Agency Representative is an individual
assigned to the EOC from another agency. The
Agency Representative should be able to speak for
their agency within established limits and
facilitate requests to their agency.

the EOC. - Advises EOC staff on capability of their agency.
- Facilitates requests for resources or agency
support. - Provides reports to EOC staff concerning agency
activities. - Provides intelligence gathered by the agency to
the EOC staff.
