  • Electronic grant submission is subject to
    Murphys Law.
  • Do not wait until the deadline day to begin
    uploading your proposal. Acceptance of uploads at
    the site is NOT instantaneous. Start two weeks
    early. Upload each part as completed. You can
    change anything until deadline.
  • If your web server goes down and the deadline
    passes, too bad. When the deadline day and time
    hits, access to the site is locked.

National Science Foundation (NSF) electronic
submissions
  • The NSF was the first federal grant-making body
    to require electronic submission for all grant
    applications, in 2002. Because of its
    ground-breaking system, and continual tweaking of
    the electronic environment, NSF is the most
    user-friendly of all federal grant agency
    websites.
  • BUT . . .

  • . . .because the federal government mandated a
    single electronic source for grant proposals,
    most NSF proposals will now be routed through
    Grants.gov.
  • EXCEPT
  • Collaborative proposals with more than one
    institution participating must still be submitted
    electronically to NSF.
  • Each NSF RFP designates where to submit the
    proposal electronically, to NSF.gov or Grants.gov

NSF.gov FastLane Submission
  • In order to apply for NSF funding, faculty
    members must be added to the list of Principal
    Investigators (PIs) on the NSF FastLane site, by
    an authorized organizational representative (AOR)
    on their campuses. The process takes 3 minutes at
    most. The AOR needs name, SSN, campus address,
    phone and fax, date of terminal degree and type
    of terminal degree, i.e. Ph.D., 1976.

Becoming a FastLane Organization
  • To have access to FaastLane functions, your
    organization must register with NSF. This
    registration is required for our assurance that
    the proper individual from each organization is
    identified as the primary organizational user,
    who should be someone from your Research
    Administration who will be our primary contact
    point and will be responsible for the initial
    FastLane access. In many organization, the
    primary organizational user will be the
    Authorized Organizational Representative or a
    designee.

NSF.gov FastLane Submission
  • Sponsored research/grants offices at most
    universities can provide sign-on information for
    faculty. The process is very simple. After a
    faculty member has been added to the PI list for
    his/her university, the PI is given the temporary
    password used by the AOR at the time of
    assignment. Immediately on signing in, the PI is
    asked to change the password to one of his/her
    choice.

NSF FastLane Electronic Site
  • FastLane has a demonstration application for the
    orientation of new FastLane users at
    www.fldemo.nsf.gov. You do not have to be
    registered with FastLane to use it. The
    demonstration has pre-filled login values that
    should not be changed.

  • HINT A PI can log into FastLane at least a
    month before the proposal deadline, save uploaded
    documents, delete them, change them, etc. Nothing
    is written in stone until two more steps are
    taken.

  • Submission to AOR by PIWhen the Principal
    investigator hits the submit to AOR button, an
    e-mail is generated by NSF to all authorized
    organizational representatives at the university.
  • Note It is a very good idea to have at least
    three AORs on the FastLane system, based on the
    number of FastLane submissions by your university
    each year. If the AOR is out of the office, and
    the PI is submitting the grant on the due date,
    (Heaven forbid), the grant will not be submitted
    in time.

  • 2. Submission to NSF by AOR.
  • The e-mail prompts the AOR to go to the FastLane
    research administration site, click on the
    temporary proposal number and select check,
    submit, or edit.
  • This is when the site informs the AOR that all
    documents have been submitted by PI, or not. If
    not, the AOR can choose either to send the grant
    back to the PI for corrections or additions, or
    contact the PI directly if a time crunch exists.

NSF FastLane Submission
  • When the AOR has checked the proposal and all
    documents are submitted, the AOR then ACTUALLY
    SUBMITS THE PROPOSAL TO NSF, by clicking on
    Submit. At that point, a project number is
    assigned, which will be the applicants project
    number throughout the rest of the
    application-funding process. It is now possible
    for the AOR or PI to print the entire proposal
    (always a good idea) for future reference.

  • The AOR can track the grant proposal from here.
    Whether the grant is rejected or funded, only the
    PI has access to grant reviewer comments. If the
    grant is funded, the AOR can download the award
    letter, the approved budget, annual and final
    reports to NSF by the PI, and either request
    grant funds from NSF or monitor grant fund
    requests.
  • The AOR can also track when reports are due and
    monitor report compliance.

  • As of November 7, 2005, ALL federal agencies
    must post grant opportunities on Grants.gov.
