DOE021 LEP STUDENTS 1st YEAR IN US SCHOOLS
  • Clarification
  • Coding of Kindergarten and Pre-Kindergarten
    students All LEP students enrolled in their
    first year of Kindergarten in the U.S.,
    regardless of country of birth, should be coded
    with 01. All LEP students who are repeating
    Kindergarten in the U.S. should be coded with 02.
    The same rules apply to LEP students whose first
    year of U.S. schooling, regardless of country of
    birth, is Grade 1. Code all Pre-Kindergarten
    students as 00.

DOE022 EMERGENCY IMMIGRATION EDUCATION PROGRAM
STATUS
  • Text Modification
  • There is no longer an "Emergency Immigrant
    Education Program." States receive funding for
    immigrant students through NCLB/Title III. There
    is, however, a continuing need to collect
    immigrant data. The text below has been modified
    to remove references to the "Emergency Immigrant
    Education Program."
  • 00 Student is not an immigrant student under the
    federal definition.
  • 01 Student is an immigrant student under the
    federal definition.

DOE023 Country of Origin
  • Text Modification
  • There is no longer an "Emergency Immigrant
    Education Program." States receive funding for
    immigrant students through NCLB/Title III. New
    text reads
  • The DOE must determine the number of immigrant
    students enrolled in public schools in order to
    make the schools eligible to receive federal
    funds designated for immigrant students. Country
    of Origin must be provided.
  • 500 should be used if the student is not an
    immigrant.

DOE025 LIMITED ENGLISH PROFICIENCY
  • Text Modification
  • not born in the US, whose native languages are
    languages other than English, and who are
    incapable of performing ordinary classwork in
    English OR
  • born in the United States, whose parents' native
    languages are not English, and who are incapable
    of performing ordinary classwork in English.

DOE026 ENGLISH LANGUAGE LEARNERS PROGRAM STATUS
  • Text Modification
  • 01 Sheltered English immersion. A full day of
    sheltered grade-level subject matter instruction
    and English as a Second Language (ESL)
    instruction. Sheltered subject matter instruction
    is content instruction modified such that an LEP
    student may comprehend it and participate in the
    class at his or her level of English proficiency.
    All instruction and materials are in English.
  • 03 Other bilingual education (for waivered
    students only). An instructional program,
    including transitional bilingual education, in
    which the native language of the LEP student is
    used to deliver some subject matter instruction.
    These programs must also provide for English as a
    Second Language (ESL) instruction.

  • Reason for this change these students are
    typically reported as enrolled by the district
    where DSS has placed them.
  • This should cut down on the number of duplicate
    students

  • This requirement has been communicated to all
    compliant vendors.

Carrying students over from the EOY
  • Students reported as active (doe01201) at EOY,
    must be either active or withdrawn (transferred,
    dropped out, graduated, etc.) in the October
    file.
  • This includes students who have transferred,
    dropped out or moved over the summer.
  • This does NOT include students who were coded as
    Transferred, Dropped Out, Graduated, Excluded,
    Deceased, Reached Maximum Age or received a
    Certificate of Attainment at EOY.
  • Students coded as graduated in June cannot be
    reported again!

  • Used with an exit code (20s or 30s) in DOE012
  • Used to report attendance/membership for SUMMER
    events.
  • Summer dropouts and summer transfers must be
    included in your file for all three SIMS
    submissions.
  • If you do not use 555 for attendance and
    membership for a summer event, we will assume the
    student withdrew during the current school year.

No Shows
  • No Shows
  • If a student is reported as active at EOY, we
    expect that these students will be reported in
    October.
  • Due diligence must be used in trying to determine
    the status of any student who does not show up in
    October.
  • Once their status has been determined, no shows
    should be reported with the appropriate
    withdrawal code and 555 for attendance and
    membership.

DROPOUTS
  • Important Facts
  • Access to Dropout Application at the District and
    School level is included with the SIMS Data
    security role.
  • Annual dropout report includes students
    considered to be dropouts from July 1 to July 1.
  • Students are removed from the report up until
    October 1.
  • 2008-2009 report will include dropouts from July
    1, 2008 to July 1, 2009 and returned dropouts
    will be removed up until October 1, 2009
  • We will be accepting changes to 2007-2008 in the
    October 08 SIMS

DROPOUTS - Continued
  • Dropout report includes students in grades 9-12
    and they are counted for the year in which they
    fail to enroll.
  • Completed 8th grade and failed to enroll in 9th
    are counted as a 9th grade summer dropout.
  • Students coded as transfers to in-state public
    schools but are not found in another public
    school are dropouts.
  • Preliminary dropout reports are posted on the
    security portal after each submission.

  • After receiving the 411, wait until the following
    business day to check Publish Manager for the
    assigned SASID. Please remember, you only need to
    apply for the SASID once to get a case generated
    and resolved.
  • When viewing the file in Publish Manager,
    remember to expand the column to see the full
    10-digit SASID number. The SASID number is
    located within the last column, column I.
