desteginin saglanarak yol gösterici ek
mekanizmalar gelistirilmesi ve AB Çerçeve

121999da konunun finansman boyutunu çözmek üzere,
2001 mali yilindan baslayarak AB Çerçeve Programi
kapsamindaki projelere katilim için her yil
TÜBITAK Bütçesine gerekli ödenegin konulmasi
hususunda ek karar alinmistir. ( Karar No 1997
/18e ek)
1313 Aralik 2000de gerçeklestirilen 6. Toplantida
ise 6. Çerçeve Programindan baslayarak
AB-BT Programlarina katilim karari
alinmistir. (Karar No 2000 / 2)
14VIII. Bes Yillik Kalkinma Planinda, 1216
numarali paragrafta yer alan AB ile teknolojik
isbirligi imkanlari azami ölçüde
degerlendirilecektir cümlesi baglayici bir
hükümdür. Bir yil önceki VII. Planin 2000 Yili
Uygulama Programinda, Avrupa Birliginin Bilim
ve Teknoloji Çerçeve Programlarina Türkiyenin
daha etkin katilimina iliskin çalismalarin
hizlandirilmasi konusunda TÜBITAK sorumlu kurulus
kilinmistir.
15Turkish Participation to European Commission 5th
Framework IST Programme
16The European Commission IST Programme, and the
TÜBITAK RD Grants to Academia and Industry
Programmes will finance joint research undertaken
in the information Society Technology Programme
of the European Commission 5th Framework
Programme.The European Commission finances the
participants from EU and Associated Countries,
while TÜBITAK finances the Turkish industrial and
academic participants in successful IST project
proposals involving EU and Turkish partners.The
level of funding for Turkish participants will
depend on TÜBITAK rules. The TÜBITAK contribution
will be in accordance with the 4th November 1998
government decree on RD Grants to industry as
well as TÜBITAK practice. Turkish universities
and research institutes can also receive TÜBITAK
funding.
17DGINFSO will require participants in such
projects to refer to TÜBITAK in their proposal
sent to the European Commission and will inform
TÜBITAK about the reception of proposals
involving Turkish participants.Once an IST/RTD
proposal is selected through the EC selection
mechanism, the Turkish eligible participants in
such an IST proposal will receive funding from
TÜBITAK on the basis of financial
evaluation.TÜBITAK will provide a roster of
Turkish scientific experts for evaluation process
undertaken by the EC IST Programme.
18Rules for ownership, publicity and exploitation
of results and transfer of technology will be as
in the applicable EC IST Programme
contracts.DGINFSO and TÜBITAK will publicise
this scheme extensively through their web sites
(http//tubitak.gov.tr and http//www.cordis.lu/is
t) and publications.TÜBITAK will support and
co-ordinate all IST activities in Turkey and will
act as a contact point (uidb_at_tubitak.gov.tr) for
this arrangement. Unit DGINFSO/F4 will monitor
the DGINFSO contributions and its implementation.
This arrangement is signed on February 20,
2001.

Programmes
- From these programmes, Socrates, Leonardo da
Vinci and Youth programmes were opened to Turkey
in 1999. - But in order them to be operational the
establishement of a National Agency is
required. - Studies for the establishment of the National
Agency is carried out with the participation of
various organizations, by the coordination of the
Undersecretariat of the State Planning
Organisation. - These organisations are Min. of Foreign Affairs,
Min. of Justice, Min. of Finance, Min. of
National Education, State Personnel Directorate,
Council of Higher Education, General Directorate
of Youth and Sport, TÜBITAK and KOSGEB.

Arastirma basligi altinda,Hükümetimiz AB
çerçevesinde baslatilan ve yürütülmekte olan
E-Avrupa girisimini desteklemekte ve bu girisime
katkida bulunmak istemektedir. Türkiyede Bilgi
Toplumu olusturmak amaciyla E-Türkiye girisimini
baslatip, yönlendirmeyi ve Avrupa Birligindeki
çalismalarla esgüdümü saglayacak bir kurumsal
yapiyi, ilgili özel sektör, akademik çevreler,
sivil toplum örgütleri ve diger ilgili kurum ve
kuruluslarla isbirligi halinde olusturmayi
hedeflemektedir. denilmektedir.
38Avrupa Komisyonu tarafindan Aralik 1999 tarihinde
kabul edilen E-Avrupa Girisimi, Avrupayi
dünyadaki en dinamik ve rekabet gücü yüksek pazar
haline getirme amacina yönelik olarak, özellikle
internet alaninda yeni ekonomi için
gereklialtyapiyi kurmayi hedeflemektedir.

belirlemistir
- Daha ucuz, daha hizli ve daha güvenli internet
- Insan kaynagina yatirim
- Internet kullanimini özendirmek.
40Bu amaçla 2002 tarihine kadar sürecek bir eylem
plani hazirlanmis ve bu eylem plani çerçevesinde
özel hedefler ve hedeflere yönelik ölçüm
kriterleri belirlenmistir.
41E-Avrupa Girisiminin aralarinda bizim de
bulundugumuz aday ülkelere yayilmasi amaciyla
planlanan E-Avrupa Girisimi için hazirlik
çalismalari halen devam etmektedir.
42Bu girisim, E-Avrupa Girisimini temel alarak
aday ülkelerin Bilgi Toplumu olma yolundaki
çabalarina da katkida bulunacaktir.
43Disisleri Bakanligi koordinasyonu altinda
ülkemizde konuyla ilgili tüm kurumlarin
katilimiyla ortak bir görüs olusturma çalismalari
halen devam etmekte, sekreterya görevini TÜBITAK
yürütmektedir. Bu çalismalarin sonuçlari AB
yetkilileri ile yapilan temaslarda dile
getirilerek, ülkemizin 15-16 Haziran tarihlerinde
Göteburgda yapilacak olan AB Zirvesinde resmen
açiklanacak olan E-Avrupa Girisiminin resmi bir
üyesi olmasi saglanacaktir.

bizde de GSM sektöründe yenilerde yasanmis ve
