The challenge of a one size fits all approach
for EECCA countries
  • average growth rates have varied greatly across
    countries (p. 4)
  • governance is improving in some countries but
    not in the region as a whole (p. 5)
  • the region is experiencing political
    diversification (p. 6)
  • cooperation with NGOs seems to be improving, but
    it is not always the case (p. 14)
  • In Armenia, Georgia and the Russian Federation,
    administrative fines became more stringent. But
    in some other countries they were not even
