Title: ADVISORY COMMITTEE ON ELECTROMAGNETIC COMPATIBILITY
1ADVISORY COMMITTEE ON ELECTROMAGNETIC
COMPATIBILITY (ACEC)
2The IEC Advisory Committee on EMC (ACEC) and
Introduction to EmissionsCape Town ACEC EMC
Workshop18 October 2005
- Dr. William A. Radasky
- Chairman ACEC
3Outline
- Role of ACEC
- Membership
- IEC Guide 107
- Definition of Types of EMC Publications
- Recent ACEC Initiatives
- Other ACEC Accomplishments
- EMC Emissions Workshop Introduction
4Role of ACEC
- Provides advice to the Standardization Management
Board (SMB) - Coordinates the EMC work of IEC committees
- Coordinates the EMC work of the IEC with other
organizations (e.g. ITU, ISO, OIML, etc.) - Identifies market needs in EMC
- Publicizes the EMC work in the IEC
5ACEC Membership
- Representatives of TC 77 (4) and CISPR (4)
- TC 77 -- Moehr, Baumier, Delaballe, Ianoz
- CISPR -- Kerry, Heirman, Wright, Verholt
- Additional EMC Experts (4)
- Cheng, Canada
- Fisher, UK
- Gehrmann, Germany
- Tokuda, Japan
- Representatives of product committees which deal
substantially with EMC matters (variable number) - Representatives of ITU, ISO, OIML and others
6IEC Guide 107
- Title Electromagnetic compatibility -- Guide to
the drafting of electromagnetic compatibility
publications, 2nd edition, 1998-01 - Guide was written by ACEC and approved by the NCs
- Now available at no cost to IEC participants -
EMC Zone - Describes
- EMC definitions
- Basic EMC principles
- Types of EMC publications
- Organization of EMC work in the IEC
- How to develop and use EMC standards
7EMC Terminology
- Terms
- EMC ElectroMagnetic Compatibility
- HF High Frequency f gt 9 kHz
- LF Low Frequency f 9 kHz
- Source to victim approach
- Source Emission
- EM environment (both natural and man made)
- Propagation and coupling
- Victim Immunity (susceptibility is lack of
immunity)
8EMC Emission Limits
- Special category of EMC standards
- Emphasis for this workshop
- Intention is to control sources of EM emission to
establish an acceptable EMC compatibility level - CISPR f gt 9 kHz
- SC 77A f 9 kHz
- Product committees should reference published
limits - Product committees should not set their own
emission limits - If published limits are not suitable for product
committees, assistance from CISPR or SC 77A
should be requested
9Basic EMC Publications
- Give general and fundamental conditions or rules
for the achievement of EMC -- to be used by
product committees - Provide general information about
- Terminology
- Descriptions and classification of the EM
environment - Measurement methods and test techniques
- May be standards or technical reports
- Are not dedicated to specific products or
families - Do not include prescribed limits (for immunity)
or specific performance requirements
10Generic EMC Standards
- Apply to products operating in a particular
environment for which no dedicated EMC product
standards exist - Provide requirements for emissions and/or
immunity - Reference basic test methods
- Product committees are encouraged to apply these
generic standards where relevant
11Product Family EMC Standards
- A product family for EMC covers a group of
similar products - EMC requirements and test procedures are
specified - Basic EMC test methods are applied
- More precise test performance criteria are
indicated - May be a separate document or a dedicated clause
in a comprehensive product family standard - ACEC should be notified as work begins
- EMC box should be marked on circulated documents
12Product EMC Standards
- Used for a particular type of product with
specific conditions to be considered - Same rules apply as for product family EMC
standards - ACEC should be notified as work begins so that
progress can be monitored - EMC box should be marked on circulated documents
13Recent ACEC Initiatives
- Development of Short guide to IEC Guide 107
- Summarizes key aspects of IEC Guide 107
- Developed by ACEC members and produced by the
Central Office - Copies are available at this meeting
- IEC Guide 107 is available at no cost to IEC
participants by downloading - EMC Zone - It is hoped that more uniform EMC standards will
result from better knowledge of the guide - Development of an EMC product standard review
procedure
14ACEC Product Standard Review Procedure
- Some EMC product standards in the past have been
found to diverge from the guidance of IEC Guide
107 - Problems were often found at late stages
- A new procedure is active under the initiative of
ACEC and approved by the SMB to review EMC
product standards at an early stage of
development - Document scanning methods are being employed to
find standards with unchecked EMC boxes which
deal with EMC - Comments are sent to product committees for their
consideration
15ACEC EMC Workshops
- ACEC has been working to improve communications
within the IEC concerning Electromagnetic
Compatibility (EMC) - EMC workshops have been held at five consecutive
IEC General Meetings - Stockholm (2000), Firenzi (2001), Beijing (2002),
Montreal (2003), Seoul (2004) - Industry workshops are also being organized by
ACEC - Cuba, China and Iran in 2002
- Brazil and Argentina in 2003
- Japan and Malaysia in 2004
- Vietnam in 2005
- Contact ACEC to schedule future workshops
16What is the IEC EMC Zone?
- An online resource for experts, non-experts and
the public - Initiative launched at IEC GM in Stockholm 2000
by ACEC - Building on previous material available to
explain EMC to expert and non-expert audiences - Zone was born in June 2002
- Will be discussed in more detail later in this
workshop - www.iec.ch/zone/emc/
17Conclusions
- The role and composition of ACEC has been
described - The importance of IEC Guide 107 and the
availability of the short guide has been
mentioned - The descriptions of the different types of EMC
standards have been provided - The product EMC standard review process has been
introduced - Other recent ACEC activities have been described
