Article 44 of the Constitution (Geneva, 1992, as
amended by the Plenipotentiary Conferences Kyoto,
1994 and Minneapolis, 1998) stipulates that the
radio-frequency spectrum is a limited natural
resource and that it must be used rationally,
efficiently and economically, in conformity with
the Radio Regulations, so that countries and
groups of countries may have equitable access to
it. Specific procedures have been established to
ensure international recognition of the
frequencies used and to safeguard the rights of
administrations when they comply with these
procedures.

Distance Learning actions on spectrum management
The objective of this course is to consider
and discuss with the frequency managers of the
region, local and suitable instruments,
structures and working environments that are
necessary for efficient and responsive spectrum
management regimes that can satisfy both national
and international requirements. This course is
a part of the overall modular programme,
Spectrum Management that the ITU Centre of
Excellence for the Eastern Europe will offer to
the Sub-region from 2003 through to 2004.

Study on Tools for SM
The main objectives of this Case Study is to aim
users for selecting proper Spectrum management
software. The Spectrum management automated
systems are expensive software packages, usually
installed on limited number of PC. Some of the
proposed options are useless for a part of the
users but necessary opportunities are missed.
Modular structure of the Spectrum management
software and possibility to change and to select
needed modules will increase the functionality of
the Spectrum management tools.
