Whyintroduce an LFA Performance Evaluation system
  • Enhance the effectiveness of the Global Funds
    oversight and risk management model
  • Assess and improve the quality of LFA work in
    line with requirements of the Global Fund
  • Provide regular feedback to LFAs on their
    performance
  • Identify good performance but also capacity and
    performance gaps
  • Rectify under-performance

  • 3 levels of LFA performance feedback
  • Ongoing rating of key LFA products
  • In-country evaluations of LFA processes and
    systems
  • Mid-term evaluation after 2 years, as requested
    by GF Board

  • Rating Tool developed to assess LFA performance
  • per product type

  • per year

All key products submitted by each LFA across all
countries will be evaluated each year

  • 14 performance indicators
  • Grouped under following categories
  • 1. Completeness, accuracy and clarity
  • 2. Analysis and consistency
  • 3. Practicality of recommendations
  • 4. Timeliness / Responsiveness / Communication
  • 5. Revision / clarification of deliverables

Performance Feedback to LFAs
  • Each evaluation results in a Feedback Report to
    LFA
  • Feedback Reports include
  • Average score for each quality criteria
  • Average Score by team
  • Comments on performance
  • LFAs are invited to respond to and discuss the
    performance feedback

Managing LFA performance
  • Systematic evaluations will help identify LFA
    Champions
  • Unsatisfactory performance may trigger
  • in-depth evaluations in-country
  • Targeted training
  • contractual consequences in cases of repeated
    failure to comply with Global Fund LFA
    performance standards.
