Who are we?
  • Service Childrens Education is an Agency of the
    MoD
  • Present Chief Executive Officer (CEO) is David
    Wadsworth
  • Formed as SCE in 1996
  • Amalgamation of SCS(NWE) and SCEA

The Agencys aims are-
  • to provide an effective education service from
    nursery through to sixth form, for dependant
    children residing with MoD personnel serving
    outside the UK
  • to enable those children to benefit from their
    residence abroad.

Service Childrens Education - vital statistics
  • Currently some 11,000 pupils in 43 schools in 10
    countries around the world
  • Schools vary in size from 20 to 700 pupils
  • 35 primary, 2 middle and 6 secondary
  • Free places are provided for 3 years olds (part
    time) and 4 year olds in 48 settings
  • SCE employs about 2,000 staff - teachers, civil
    servants and locally engaged support staff

Mobility and turbulence
  • Every academic year approximately 4,000 pupils
    arrive in our schools
  • At the same time approximately 4,000 pupils leave
    (the majority destined for schools in England)
  • That is 8,000 pupil transactions each year
  • Assuming a 40 week academic year then
    approximately 200 transactions per week or 40
    each school day

How do we manage this?
  • 6 secondary schools and 1 middle school SIMS
  • Our remaining schools INTEGRIS (mix of G2 and
    Classic)
  • CENTRIS, dBase and Crystal Reports
  • All schools have a DfES number
  • Administrative staff in schools are very can do
  • On average a school secretary will stay with us
    for two to three years
  • Few newly appointed staff have worked in a school
    before or have experience of MIS
  • Hit the ground running, new user training, help
    desk, consortium support, termly User Groups and
    the Annual SCE Conference

UPNs and CTFs
  • Many children arrive in SCE schools without a UPN
    or a CTF
  • SCE schools make every effort to obtain a UPN
    from the previous school
  • If that fails we search Key to Success on the
    schools behalf
  • SCE make every effort to find a UPN if one exists

Chairman James Arbuthnot said some of the UK's
90,000 or so services children may be "falling
between the cracks" in the education system.
Communication between government departments
and agencies was "often poor". As a result,
schools were given short notice of postings and
there were delays in the transfer of student
records.

Positive action- a message to all schools with
service children
  • A child from a service family is leaving
  • Does the pupil know which school he/she will be
    attending?
  • NO!
  • Does the pupil know where the family are posted
    to?
  • YES it will have been the topic of conversation
    for weeks!
  • For SCE schools log on to Edubase and enter 702
    as the LA number
  • All SCE schools are listed together with their
    location
  • Normally you will only find one school in each
    location
  • Gütersloh has two (Haig and Blankenhagen) so use
    702LLLL

  • Does your LA have a significant number of pupils
    from service families? Do some transfer to SCE
    or to other LAs?
  • Please make every effort to use CTFs and ensure
    continuity

  • The legislation excludes SCE from participation
    as a Local Authority (children who would
    normally reside in England)
  • When a child leaves England their ContactPoint
    record will remain active for 3 years and then be
    archived
  • We anticipate that practitioners who work with
    children and young people within the military
    environment worldwide will have access to
    ContactPoint
  • How we ensure we have the best possible
    information on children and young people arriving
    in our Garrison areas worldwide
  • When children and young people return to England
    how do we ensure information on them is made
    available?

Other factors
  • There are approximately 11,000 children in SCE
    schools
  • There are many more who are not
  • children from 0 to 3 years old
  • school leavers who have not returned to UK
  • children in other educational provision
  • children who have simply arrived unannounced
  • Building an SCE index seems the only option

An SCE Index
  • A number of data feeds have been identified
  • Our requirement will be for a dynamic web based
    world wide solution
  • We intend to complete a pilot data matching
    exercise in January 2008 (to coincide with School
    Census)
  • No funding or resources have been identified to
    build the index as yet
  • There are ongoing discussions with DCSF
  • We would be happy (ecstatic!) to have some
    dialogue with LAs who have already invented this
    wheel.

Service Children in Education and Source of
Service Children in Education
  • Service Children in Education Indicates if a
    child has a parent or parents who are Service
    personnel, serving in regular HM Forces military
    units and exercising parental care and
    responsibility. The information will be of use to
    help identify both the impact that being a
    Service child has on their education and the
    impact that catering for large numbers of Service
    children has on the school.  Please note,
    however, that data on individual pupils is not
    being shared with the MoD.

  • Source of Service Children in Education This
    describes the source of the service child
    indicator obtained eg parents, school, pupil. It
    must be completed for all pupils.  In order to
    meet data protection requirements, it is
    essential that information provided by parents or
    pupils can be distinguished from information
    ascribed by the school.

  • SCE are working with other agencies (Army
    Education Centres, Work Based Learning Providers)
    to collate data on starts, completions and
    achievement within the QAN system
  • Identifying NEETS through the SCE index to
    provide targeted responses to their education and
    training needs
  • Joint Area Prospectus a web bases facility at
    www.sceschools.com/jap and soon linked to the
    DCSF catalogue of local authority and regional
    prospectuses.
