    70 crores plus target date January, 2007 to
    April, 2007 in 3 phases

    to a group of offices to be provided by the IT

Integrated Community Services Centre
  • UNDP-NISG sanctioned it for Shimla district, but
    being implemented in all districts,
    sub-divisions, tehsils and sub-tehsils in the
    State (113 locations)
  • People are willing to pay user charges.
  • Pehal Transport (Vehicle Registration and
    Driving License), Land Records, Passport etc.
    Self Financing Mode (37 Pehal centres operational
    in Himachal Pradesh and have generated Rs. 2.78
    crores in 3.75 lac transactions ) .
  • Pehal experience was encouraging and now more
    than 40 services under a single roof cutting
    across hierarchy

3200 Community Services Centres
  • One CSC in almost each of the 3300 Panchayats in
    PPP mode or through Panchayats
  • Both Government and private services to be
    rendered

PREPARING GOVERNMENT EMPLOYEES
  • Training through HIPA, SITEG, DOEACC, NIIT,
    APTECH. All 68,000 identified employees to be
    trained
  • Cheapest mobile and broadband connectivity
    anywhere in the entire country
  • Provision of sufficient hardware
  • Amendment in RP Rules done in most departments
    to make IT literacy compulsory for promotion,
    confirmation and recruitment
  • Change Management A major challenge (involving
    them right since SRS stage and tweaking the
    software as per their feedback) e.g. Land
    Records, REFNIC
  • Independent assessment by third parties (Wipro,
    PWC, 3i) for suggesting systemic changes

COST EFFECTIVE SOLUTIONS
  • Islands of computerisation are being
    discouraged and optimal utilisation of hardware
    being ensured cutting across departmental
    barriers.
  • Cheapest PCs and Servers (from Dell, HCL etc.)
    anywhere in the world (up to 70 cheaper compared
    to NICSI and DGSD if warranty levels also are
    equated) two years in succession. So we bought
    3.25 extra PCs per tehsil from LRC Project and
    the same money is being used also to provide
    e-Pramaan, HIMRIS and other citizen services
  • OFC / Cat6 based Secretariat LAN with 600 nodes
    at Rs. 36 lacs with 6 years onsite warranty
  • Consultants are hired only when it is a must and
    at much cheaper rates
  • Project Implementation cost in HP fraction of
    what is there in most State initiated,
    multilateral and bilateral projects in other
    States
  • State of the art training to Govt. employees
    through SITEG only for recurring cost of Rs. 500
    per week
