3Why is TOTS needed?

- A number of oil companies have in place their
officer matrix requirement based on two
elements time in rank and time with company.
- Growing expectations for an officers
experience in rank and familiarity with his/her
company operating and ISM systems, arising from
the current rising trend in tanker accidents. - As a result, tanker owners are increasingly
finding themselves subject to time in rank and
time with company requirements which are
competing and contradictory, and which can be
difficult to comply with.

- To be effective, a management system needs to
be much more than just procedures. The Company
Leadership/Management should define the companys
values and aspirations and detail how the company
intends to achieve the objectives of their stated
policies. Management must also provide adequate
resources to ensure that the vessels are properly
managed, crewed, operated and maintained by
well-trained, competent personnel.

- MSC 81/8/1
- Inter-Industry Working Group identified 35
occurrences that involved fires and explosions in
cargo areas of chemical and product tankers from
a database of incidents over the past 25 years
the IIWG identified. - The IIG concluded in its study that
- the failure to follow procedures was the
primary cause of the incidents in question.

- Drewry Shipping Consultants Report
- (assuming officer supply continues to increase at
current levels) - Predicts that, by 2012, the officer shortfall
will have risen to 83,900. - TOTS aims to ensure the provision of Trained
Tanker Officers.

INTERTANKO members requesting an easier method of
adopting (TOTS) - Seagull and INTERTANKO have negotiated a non
exclusive agreement to TOTS in E-Format - In the Seagull Training Administrator
- E-TOTS provides a simple tool to administer to
monitor remotely and allow more companies to
adopt the initiative with minimal extra workload.
