- Position of Project wrt Cospas-Sarsat
- Project Activities/ Requirements
3Objectives of the Project
- Support the integration of the Galileo Search and
Rescue (SAR) service infrastructure into the
COSPAS-SARSAT system in coherence with the MEOSAR
initiative (MEOSAR Implementation Plan) - Demonstrate Early SAR/Galileo services
- Forward Link Service
- Return Link Service

5Objective 1 Integration of SAR/Galileo
Infrastructure into Cospas-Sarsat System
- Galileo FOC Programme will procure the
SAR/Galileo infrastructure and operation
services - Operational MEOLUTs Procurement
- MEOLUTs hosting sites and operations Procurement
- Return Link Service Provider (RLSP) Procurement
- RLSP hosting site and operations Procurement
- SAR/Galileo infrastructure needs to be integrated
within the Cospas-Sarsat system (e.g. MCC
network) to ensure operational services
(contribute to rescue operations)
6Objective 2 Early Service Demonstrations
- Incremental SAR/Galileo Return Link Demonstration
- Validation of operational interfaces between the
C/S system, SAR/Galileo infrastructure (MEOLUTs,
RLSP) and Rescue Coordination Centres (RCCs) - SAR/Galileo End-to-End Demonstration
- Forward and Return Link Services
- SAR/Galileo Interoperability Demonstration
- MEOSAR space segment and ground segment
interoperability
7Position of the Project within Cospas-Sarsat
MEOSAR Initiative
- Cospas-Sarsat MEOSAR Implementation Plan is
articulated around a number of phases - Proof of Concept and In Orbit Validation Phase
(PoC/ IOV) - Demonstration and Evaluation Phase (DE)
- Initial Operations Capability Phase (IOC)
- Full Operations Capability Phase (FOC)
- EU is present in Cospas-Sarsat MEOSAR programme
development - Strong participation in MEOSAR Expert Working
Groups - Contribution to all phases of the MEOSAR
Implementation Plan (currently PoC/IOV)
8Position of the Project within Cospas-Sarsat
MEOSAR Initiative
- The project shall support the DE Phase of the
Cospas-Sarsat MEOSAR Implementation Plan - Objectives of the DE Phase Validation of the
technical and operational performances of the
MEOSAR system - Characterisation of the SAR/Galileo service
(Forward and Return Link) contribution to the
MEOSAR system - Incremental validation with the continuous
deployment of the SAR/Galileo infrastructure
9Project Main Activities
- Definition of demonstration scenarios/
architecture taking into account the gradual
deployment of the SAR/Galileo infrastructure - Identification and involvement of main actors of
the Cospas-Sarsat programme (MCCs, RCCs) in order
to ensure that demonstrations are performed
within the suitable operational environment - Perform necessary modifications on MCCs
interfaces in order to allow the integration of
the SAR/Galileo infrastructure (for Return Link
service) - Perform test campaigns and service demonstrations
10Project Main Requirements
- Selection of SAR Partners in the project team
- Alignment with Cospas-Sarsat MEOSAR
implementation plan - Alignment with SAR/Galileo infrastructure
procurement in the Galileo FOC Programme
11Conclusions
- Search and Rescue (SAR) will be one of the first
services offered by Galileo as this service can
be offered as soon as a few numbers of Galileo
satellites are deployed (4 IOV satellites
deployed in 2010) - Expectations are high for this project to become
a first show case of the Galileo services
