Overall objective

• To build up capacity of eligible partners in
  eligible regions within the framework of
  Neighbourhood Programmes (NP)

Specific Objectives

• To improve capacity in project preparation and
  implementation
• To extend project development capacities of all
  eligible partner organizations
• To build up a pipeline of suitable projects for
  support under NP 2004-2006 and New Neighbourhood
  Instrument (NNI), post 2006

Specific Objectives

• To support the transition from several distinct
  instruments (NP) to one instrument (NNI)
• To assist the eligible partners in playing a full
  and active role in the structures of the NPs
  2004-2006
• To assist the eligible partners in their
  involvement in the initial programming related to
  the NNI

Targets to be achieved

• distribute detailed information on the RCBI
  Project
• distribute detailed information on Neighbourhood
  Programmes procedures
• organize Information Workshops to deal with key
  aspects of the Neighbourhood Programmes

Targets to be achieved

• organize a programme of training for individuals
  from the beneficiary countries who will work in
  NP Secretariats
• organize dedicated training workshops on project
  preparation
• directly assist eligible partners in the
  preparation of projects

  the Project Design training sessions
• provide continued ad hoc assistance and coaching

  programmes
