designed to increase, maintain or improve the
functional capabilities of individuals with
disabilities. - An Assistive Technology Service directly assists
an individual with a disability in the selection,
acquisition or use of an Assistive Technology

- On the 20th Anniversary of the signing of the
ADA, in July 2010, Governor Schwarzenegger issued
Executive Order. - The Department of Rehabilitation (DOR) and the
Department of General Services (DGS) teamed
together.
50Background and Overview
- The American Disabilities Act Law requires that
the accommodations be provided in a timely and
effective manner, so it is essential that
equipment or services appropriate to the needs of

made under the SPS and defining what constitutes

quotes in a timely manner - Clarifying that rules for Fair and Reasonable
Pricing can be used to simplify purchases under
5,000 - Raising the ceiling on purchases under the SPS up
to 250,000 (subject to certain conditions)
53Key Changes to the SPS (continued)
- Permitting purchases of 5,000 or more to be made
based on two (2) Bids - Requiring that Certified Small or Disabled
Veteran Business Enterprises should be used
whenever possible and - Establishing criteria and procedures for
termination of suppliers who fail to perform or
fail to comply with SPS rules.
