2 PREMISES The electoral system is a basic
mechanism for democratic functioning. Well
qualified agents who carry out the political
process functions contribute to better
functioning electoral systems and democracy.
Informed citizens who are conscious of their
rights and responsiblities for society are
guarantors of democratic society.
3Concept
- Civic and democratic education is conceived as a
structured and intentional learning process,
oriented to acquiring knowledge, abilities,
skills, and values (competencies) that are
required for an optimal realization of a
societys democratic life. - Electoral training refers to the specific
competencies for carrying out functions entrusted
to each of the actors in the electoral process.
4Implications
- Education is a necessary but not sufficient
condition for strengthening democracy. - There must be congruence between what is learned
and what is lived. - They should be provided with tools to build and
improve democratic processes in different areas
family, school, work, community, country, planet.
- Democratic education is a requirement for the
exercise of rights political, economic, social,
and cultural.

distortion of the message. - Budgetary conditions are always difficult.
- Changing norms, which is very marked in the
Colombian case.

according to the presented needs.

- El sistema requiere contar con un equipo de
formadores con presencia en todas las regiones,
pleno dominio de competencias pedagógicas,
tecnológicas (TIC), tutoría en educación a
distancia, solvencia en el tema cívico y
electoral. -
- Quienes pueden ser formadores (de acuerdo con
el grado de dificultad del módulo de formación) - Funcionarios de la OE interesados, que cumplan

14Diseño de módulos Los temas de formación se
desarrollan en unidades llamadas módulos. Estos
se están desarrollando y actualizando
permanentemente para ampliar la oferta educativa,
actualizarla y mejorarla. Para esto se
conforman equipos interdisciplinarios entre
expertos en el tema, pedagogos y diseñadores
gráficos o comunicadores que se encargan de
diseñar el proceso de enseñanza aprendizaje,
preparar los materiales y experiencias educativas
(textos, cuadros, gráficos, videos, cd
interactivos, audio. visitas, entrevistas,
observaciones, análisis, ejercicios, etc. . )
15UNIDAD DE CAPACITACION Funciones
- Establecer alianzas interinstitucionales para el
montaje y funcionamiento del sistema. - Promoción, coordinación, y administración del
servicio - Captar y actualizar las necesidades de
capacitación de los grupos de usuarios. - Planear y actualizar el currículo (Ej. Cambios de
tecnologías en los procesos, cambios en la
normatividad, desarrollos teóricos, etc) - Desarrollar los procesos de formación en alianza
con otros operadores. - Fomento de la investigación y desarrollo de

apoyar los procesos de formación mediante
mensajes de refuerzo en medios masivos.
Igualmente estos contribuyen a posicionar el tema
en la sociedad y darle la importancia que se
merece en la agenda pública.
