1Oncors EIM Program
2EIM Framework
3EIM Vision Strategy
EIM Vision Strategy EIM Vision Strategy
Vision This is a statement of what EIM is and what value it shall bring to the enterprise. (Xtensible Solutions assisted with the initial development of the vision. Using this model to initially support the Oncor AMI program, but will be expanded to the remainder of Oncor.)
Mission This is a statement of why and how EIM program will bring value to the enterprise and help achieve the EIM vision. (Xtensible Solutions assisted with the initial development of the mission. Using this model to initially support the Oncor AMI program, but will be expanded to the remainder of Oncor.)
Strategy The strategy to be executed to achieve the EIM vision and mission. (Xtensible Solutions assisted with the initial development of the strategy. Using this concept as part of the Oncor AMI program.)
Goals Objectives Specific goals and objectives that the EIM strategy and program would like to achieve in accordance with the vision and mission. (Xtensible Solutions assisted with the initial development of the goals / objectives.)
Value Propositions Specific business and technology value (tangible and intangible, strategy and tactical) that the EIM strategy and program would provide, as well as specific metrics including ROI associated with EIM. (Xtensible Solutions assisted with the initial development of the value propositions.)
4EIM Governance
EIM Governance EIM Governance
Sponsorship This establishes the business and IT executive sponsorships that are required to ensure proper support, buy-in, and success of EIM program. Includes steering committee with members from business and IT and specified decision making roles and responsibilities. Alignment This provides the structure, relationship, and policies and procedures necessary to align EIM vision and strategy with business vision and strategy as well as enterprise architecture goals and objectives. Alignment with major programs is a critical part of this component.
Reference Model This provides the overall governance reference model of the EIM program, and includes the reference architecture model showing the key components of EIM capabilities and services, which provides the foundation for alignment analysis and recommendations.
5EIM Core Processes
EIM Core Processes EIM Core Processes
Data Quality As part of the Oncor AMI program, processes were established to identify, analyze, improve, and measure the data quality issues and improvement efforts. These processes will expand across Oncor Enterprise.
Data Integrity As part of the Oncor AMI program, processes were established to identify, analyze, improve, and measure the data integrity issues and improvement efforts. These processes will expand across Oncor Enterprise.
Data Security/ Protection As part of the Oncor AMI program, processes were established to ensure corporate data and information is secure and protected, and managed according to the corporate policies and regulatory mandates. These processes will expand across Oncor Enterprise.
Data Lifecycle Management As part of the Oncor AMI program, processes were established to govern how to create, classify, update, use, distribute, and archive, and obsolete data and information, for new projects as well as ongoing maintenance. These processes will expand across Oncor Enterprise.
Data Movement As part of the Oncor AMI program, processes were established to identify and guide how data should be managed when they are moved around the enterprise and Line of Business systems, applications, and data files. These processes will expand across Oncor Enterprise.
Semantic Management As part of the Oncor AMI program, processes were established to manage and use the business and IT semantics (that is business terms and definitions, metadata management, enterprise semantic models management, semantic integration etc. ). These processes will expand across Oncor Enterprise.
Database Management As part of the Oncor AMI program, processes were established to manage the physical corporate databases and data files. These processes will expand across Oncor Enterprise.
Master Data Management As part of the Oncor AMI program, processes were established to manage the creation, maintenance, distribution, and usage of corporate master and/or reference data entities to support business processes and business transactions with the objectives of improving data quality and integrity, improving data and information accuracy, and reducing process inefficiencies. These process will expand across Oncor Enterprise.
Information Services As part of the Oncor AMI program, processes were established to maintain and use actual data and aggregation services in the form of reusable software components for business systems and processes to share and leverage data and information across both transactional and analytical needs. These processes will expand across Oncor Enterprise.
Services Support Mgmt Processes for the EIM program and/or organization to provide functional services and support to the rest of enterprise IT and business organizations and projects. This function is being defined as part of the AMI program.
6EIM Organization
EIM Organization EIM Organization
CSFs KPIs Critical Success Factors and Key Performance Indicators to be established for the EIM organization or program to be measured. Oncor has not established Critical Success Factors and Key Performance Indicators.
Structure (Virtual, Hybrid) The EIM organizational structure internally and externally, with focus on not only how it is organized internally but also how it interacts with external stakeholders and users of EIM services. The core EIM organization is being established to support the future Oncor requirements, with initial structures in place to support both internal and external processes.
Roles Responsibilities Roles and responsibilities of every position within the organization. The core EIM organization is being established to support the future Oncor requirements, and the overall roles and responsibilities are being defined during this process.
Functional Services A list of functional services and core competencies relative to the EIM core processes that this organization would provide internally and externally. Alignment and reference to other IT services will be defined as well The core EIM organization is being established to support the future Oncor requirements, and the functional services are being defined during this process.

Technologies (DBMS, Content Mgmt, ETL, EAI, EII, Data Modeling, BI/DW, Collaboration, ) A portfolio of technologies required to provide the basic and advanced EIM services where identified and acquired to support the Oncor Enterprise Architecture. These include technologies such as the Oracle DBMS, Informatica ETL, Tibco Enterprise Service Bus, MOSS / Projectwise Content Management / Collaboration, Cognos BI Tool, InfoSphere Information Analyzer, InfoSphere Business Glossary, InfoSphere Metadata Workbench etc.
Knowledgebase and Repositories Oncor is in the initial phases of establishing a knowledgebase of EIM best practices and methodologies. Some of the key themes being considered are security, quality assurance, program management, technical infrastructure, metadata, data quality, solution outline and BI planning / strategy.
Standards Best Practices The Oncor EIM program adopted the Common Information Model (CIM) standards, and using the AMI program to establish best practices in developing an Oncor Enterprise Architecture.
