  • April 25 - Board voted to form Babocomari
    Improvement District.
  • June 27 BOS approved the start of the
    selection process to hire a Consultant firm.
  • August 2 Request for Qualifications (RFQ) was
    issued. Sent to 290 potential offerors. Vendors
    were notified we were using the Multi-Step
    Process.

Time Line Continued
  • August 5 Notice of RFQ was posted on County Web
    Site and Procurement legal Ad page.
  • August 5 10 - Legal ad was posted in the
    Official County Newspaper per A.R.S.
  • August 17 Pre-bid conference was conducted (14
    firms attended).

  • August 31 - Four (4) submittals were received
    from the following A/E firms
  • Castro Engineering Corporation
  • Dibble Associates
  • Stantec Consulting Inc.
  • Wildan
  • August 31 - Submission packets and Selection
    Criteria were delivered to Selection Committee

  • Scott Dalrymple, HFP
  • Patricia Morris, HFP
  • Richard Schaffer, PZ
  • Bill Greer, Procurement
  • All submittals were independently evaluated
    scored by committee members according to
    announced Selection Criteria.
  • September 11 Committee met to discuss and
    develop a Short-list of three firms to be invited
    for on-site oral interviews.

    invited for On-site Interviews.

    with all 3 firms. Each firm was again evaluated
    and scored on the basis of the pre-announced Oral
    Interview Criteria
  • Understanding of SOW
  • Approach to performing project management
  • Key personnel experience in similar rural
    projects
  • Overall evaluation of ability to provide required
    service
  • The recommended firm was by a unanimous vote

  • September 27 - A Letter of Intent was sent to
    firm requesting Fee Schedule (Brooks Act).
  • October 13 - Fee Schedule was received
  • October 26th Request for Clarification sent to
    firm requesting clarification on 13 points
  • November 13 We received firms Revised Fee
    Schedule

    consider amended Fee Proposal
  • Selection Committee again confirmed their
