National Commander
The auxiliarys congressionally chartered
programs and our traditional search and rescue,
disaster relief and counter drug missions will
continue, but to accommodate Homeland Security
tasking, the auxiliary will undergo significant
change. Transformation of the auxiliary will
occur as the Homeland Security mission becomes
the primary focus and as the auxiliary evolves to
more effectively respond to the humanitarian and
national security challenges inherent in Homeland
Security.

- Protecting Critical Infrastructure and key
assets. - Defending Against Catastrophic Threats.

7National HS Operations and Current Activities
- National Operations Center (NOC) has been
activated at Maxwell AFB on duty 24/7. - NOC receives requests for CAP support, assesses
requirements activates appropriate Wings. - Establishing new nationwide customer agreements
and operations plans.

Washington Wing of the Civil Air Patrol shall
support the National Homeland Security Strategy
by providing a highly prepared force of
volunteers and equipment to enhance the
effectiveness of Federal and State military and
civilian agencies, units of local government and
other relief agencies.

- Airborne reconnaissance, imaging
transportation. - Monitoring of critical infrastructure, restricted
sensitive areas. - Ground-based communications systems operations.

- Airborne communications relay sensor platform
operations. - Augmentation of civil military authorities
damage assessment, recovery teams security. - State and local communications emergency
operations centers manning.

- Air defense radar evaluation intercept

- Rapid-response aircrews and ground teams.
- Air ground radiological monitoring.

- New Homeland Security and Counter Drug Operations
Directorate. - Formed to enhance coordination among HS and CD
operations and training some HS taskings will
require CD clearance, others will not. - CD operations move to the new Directorate.
- Wing, Group Squadron Alerting Systems continue
and increase in importance.

- The team approach to planning HS training needs
and operational participation.

- WAWG has been performing a growing number of HS
Missions since September, 2001. - HS taskings are expected to increase
significantly from a larger number of national
and local agencies. - Kinds of taskings are expanding.

- Washington Wings current maximum effort
response can generate - 9 air missions/day weekends.
- 3 air missions/day weekdays.
- 8 ground missions/day weekends.
- 5 ground missions/day weekdays.
17Where We Need To Go
- Increase ability to respond to additional
taskings more mission qualified members. - Expand training for specialized taskings some
of which have not yet been identified. - Increase proficiency in conducting taskings
make the good better.
18Heres Whats Happening Now
- Existing MOUs with Washington State Aviation
Division and Emergency Management Division are
being updated. - New supplemental MOUs with local Emergency
Management Departments are being prepared. - For foreseeable future HS operations funding
likely to come through State Local agencies. - CD Operations continue as before.

- Discussions are underway with the State Military
Department to include CAP support in Air National
Guard and Army National Guard OPSPLANS. - Assessing Washington Wings equipment and
training needs for expanded HS operations. - Requesting additional funding and equipment.

- Recruit new members being a part of Homeland
Security is a meaningful contribution to the
defense of the nation. - Involve cadets - in appropriate taskings.
- Help our existing and new members to understand
the need for their active participation.
