7Status of Major ATC Comm Programs
- FTI
- Contract awarded in July 2002 to Harris
Corporation - Network transition activities completed in
February 2008 - Steady-state operations through 2017
- SWIM
- Currently funding prototyping efforts by other
NAS systems for proof of concept - Major procurement for broader scale SWIM
development expected in the next 3 years - NAS Voice Switch
- Finalizing conops
- Procurement activities expected to begin in
FY2010 - DataComm
- Intend to fund DataComm-related enhancements to
TDLS and ERAM in FY2009 - Currently in concept development phase for
broader scale DataComm procurement

services to support its major programs - Telecommunications Engineering and Operations
Management (TEOM) - Business and Financial Management Services (BFMS)
- Regional Telecommunications Support (RTS)

management, acquisition support, etc.

Contracting Activities
- Internal to the AVSR Group
- Program Support including engineering, technical,
EVM, and contract administration - Currently provided by a small business contractor
- New contract planned in FY09
- NAS Voice Switch Procurement
- Tentatively planned for 1st quarter FY10
- Support obtained through vehicles administered by
other FAA groups - Program Support including engineering, technical,
and contract administration - Cost estimating support

11SWIM Contracting Activities
- Utilized a minority-owned small business
contractor for support in 2007 - Currently have two 8a disabled veteran-owned/women
-owned contracts in place - One company was referred by the small business
office - One company was referred by a contracting officer
familiar with their work - Plan is to put in place one more 8a
minority-owned vehicle in the next month - Also obtaining technical support services from
two companies that are on the GSA schedule - Future opportunities for acquisition support,
technical services and implementation tasks may
be possible - Possibly through subcontracting arrangements with
other existing contractors
