What is SWIM?
  • SWIM is an information technology program that
will operate in the background to provide
seamless information to users who have a valid
    need for the data
  • SWIM will
  • Lower information costs
  • Increase speed to establish new interfaces
  • Increase common situational awareness
  • Increase National Airspace System agility
  • SWIM is not
  • A big system in a new facility
  • A giant database
  • A replacement for FAA telecommunications program

5
SWIM Program
  • The System Wide Information Management (SWIM)
program includes the needed policies, standards,
and tools for information- and data-sharing
between National Airspace System (NAS) systems.
  • SWIM is not a giant database it is the means to
share information in the many existent but
    separate systems.
  • SWIM allows all parties to have the same complete
set of information so that they can make
real-time decisions and quickly reach agreement.
  • SWIM will provide the means for more complete,
    accurate and timely information-sharing between
the FAA and the Department of Homeland Security,
the Department of Defense, and other government
    agencies.

Baseline established for FY09 and 10

Problems with Current FAA Information Sharing
Host
WARP
  • Each connection is custom and does not satisfy
    future data exchange needs.
  • Existing point to point hardwired NAS.
  • Costly development, test, maintenance, CM.
  • New decisions linked to old data constructs.
  • Cumbersome data access outside of NAS.

SWIM Applies the Network Centric Concepts to the
NAS as an Element of a Larger Community
More data at more decision points for use by more
decision makers

Program Overview
  • Nine Segment 1 capabilities were derived from
    Communities of Interest
  • Aeronautical Information Management (AIM)
  • Flight Flow Management (FFM)
  • Weather
  • SWIM will not implement a separate infrastructure
    for Segment 1
  • SWIM will leverage existing infrastructures,
processes, resources, and logistics chains that
are part of the program offices touched by the
    9 SWIM capabilities
  • SWIM Governance to ensure common protocols and
interfaces, assisted by use of commercial
    software for Core Services
