  • JAA developed early 2002 a Transition Plan for
    the Transition JAA to EASA.
  • Transition Plan was updated to take developments
    into account.

  • Core Group Concept
  • In spring 2002 the European Commission presented
    the concept for the development of Implementing
    Rules by Core Groups
  • Concept was agreed by JAA and Core Groups were
    established with persons from NAAs and CJAA
  • Core Groups delivered work to the EC spring 2003

    associated (JAA) States on Airworthiness matters.
  • Procedures for involvement of non EASA-JAA member
    States in Airworthiness regulatory and
    Certification activity (that would require bodies
    like the JAA Sectorial Teams).

  • EASA performs operations and licensing matters
    for EU and associated JAA member states and, with
    the appropriate involvement of non EASA-JAA
    member states.
  • JAA keeps Governing Bodies for formal adoption of
    Airworthiness regulations and for the issuance of
    certifications for non-EASA JAA member States.

  • endorsed that option 3 offers the highest
    prospects for the transition period, option 4
    being the ultimate goal
  • reaffirmed that the transition period should be
    the shortest possible

    as follows
  • The set up of the European Aviation Safety Agency
    (EASA) will have a major impact on the JAA
    organisation
  • The JAA will be more and more involved in the
    activities link to the establishment of EASA.

  • 2) Transition from JAA to EASA
  • To ensure the highest level of contribution to
    the European Union for establishing an European
    Aviation Safety Agency that would absorb all
    functions and activities of the JAA in a period
    as short as possible and would ensure the full
    participation of the JAA non EU Member States.

    assembling an inventory of their work to hand
    this over to EASA when mutually agreed

  • JAA is committed to a seamless transfer to EASA
    and the continuity of our work

  • It is a general objective that the transfer of
    functions and tasks from the Member States,
    including those resulting from their co-operation
    through the Joint Aviation Authorities, to the
    Agency should be affected efficiently, without
    any reduction in the current high levels of
    safety and without any negative impact on
    certification schedules. Appropriate measures
    need to be adopted to provide for the necessary
    transition.

  • New Certification Director from 10 June 2003 will
    be Peter Harper
