  • Background history
  • The Directive 2002/96/EC of the European
    Parliament and the Council from 27 January 2003
    on Waste Electrical and Electronic Equipment
    (WEEE), which had been converted into national
    regulations by the member states, creates a huge
    market potential.
  • That offers an opportunity for social
    enterprises for doing business and for
    reintegrating disadvantaged people in services in
    connexion with re-use, collection, treatment and
    recycling of used electric and electronic goods.
  • Market potential volume of 100,000 tonnes of
    electronic waste per annum

  • Main activities
  • Module 1 Networking and lobbying to create the
    necessary conditions for the network to flourish
  • Module 2 Supporting the 8 participating social
    enterprises in implementing a field of business
    involving WEEE in almost every federal state of
    Austria
  • Module 3 Technical training of the
    participating social enterprises cover
    dismantling of WEEE and other related services
  • Module 4 Supporting the social trainers in the
    social enterprises by combining and optimizing
    their various approaches and experiences into a
    common social educational model
  • Module 5 Creating and establishing a new
    training called recycling centre assistant

  • Partners roles in the DP
  • ARGE Abfallvermeidung is leading partner in the
    DP EcoNet-Austria.
  • ARGE created a network containing the key
    national stakeholders such as the Federal
    Ministry of Environment, the Chamber of Commerce
    and the Trade Union Federation the national
    association of regional public waste management
    organisations.
  • An important role in the network hold the
    existing enterprises (ÖKO-Service, D.R.Z., BAN),
    providing as advisers business and technical
    support for these social enterprises, which are
    implementing a new field of business.
  • 8 local social enterprises in nearly all of the
    Austrian federal states try to establish new
    fields of business involving WEEE.

  • Good Practice collection of used mobile phones
  • Social enterprises D.R.Z. in Vienna and Insieme
    in Innsbruck organised as a part of the annual
    charity event Licht ins Dunkel with Austrias
    Broadcasting Station ORF the collection of
    450.000 used mobile phones.
  • In the social enterprise Insieme and D.R.Z. 20
    long-term unemployed people found work in
    sorting, testing and where necessary dismantling
    the phones.
  • Over a ton of toxic batteries were salvaged from
    the waste stream

  • Good Practice recycling centre assistant
  • EcoNets social enterprises employ and qualify
    long-term unemployed people, who may be addicts,
    ex-offenders or women who wants to go back to
    work after raising a family
  • A potential for those target groups is the new
    profession recycling centre assistant. They
    shall support the employees at local recycling
    centres in sorting the incoming electronic waste.
  • The course covers waste analysis and sorting,
    dealing safety with different type of material,
    first aid, maintenance of equipment,
    administration, computing and dealing with
    customers. The course ends up with a certificate.
  • The first batch of 20 EcoNet trainees has
    already completed the three-week course.

  • Changes in behavior
  • Relationship with the private sector is crucial.
  • The social enterprises do not compete with each
    other. They are operating on a regional market.
    Good Practice-transfer.
  • Networking is essential.
  • Implementing of new co-operations, e.g. Public
    Social Private Partnerships.
