History
  • Bucknell University was the first to report the
    details of their project which began in 1990
    ILL Book Purchase Program
  • Thomas Crane (MA) Public Library in 1998
  • The University of Wisconsin at Madison
    implemented a pilot program called Book Express
    in 2000
  • Purdue Universitys Books on Demand piloted in
    2000
  • Willard (MI) Public Library in 2000
  • University of North Carolina, Wilmington in
    2002-2003
  • University of Hong Kong in 2002 implemented
    Overseas Book Loan Initiative
  • Indiana State University

Background of Need
  • Ability to obtain materials that normally cannot
    be obtained easily via ILL
  • Enhance our collection
  • Increase patron satisfaction

Goals at the UI
  • Vendor approval plans
  • Collection enhancement
  • Save ILL staff time and money
  • Increased borrowing fill rate
  • Patron satisfaction and service
  • Get book faster and can keep longer

UI Timeline
  • May 2004 introduction of interest
  • April 2005 proposal submitted for approval and
    accepted
  • July 1, 2005 - began pilot project
  • June 30, 2006 end of pilot project
  • July 1, 2006 to present continuation of project

UI Criteria
  • Books only (no dissertations, music CDs, videos,
    DVDs, microfilm)
  • If published within past 12 months and not owned
    by an Iowa or CIC library
  • If published within past 16 months and not owned
    by any library on OCLC (or only LC)
  • 50 limit (higher amounts must be approved by
    bibliographer)

Procedure
  • ILL Staff identify books using criteria
  • ILL Librarian verifies and sends joint message to
    acquisitions and ILL patron
  • Acquisitions rush orders or rushes if on approval
    plan
  • Acquisitions receives, processes, and sends to
    circulation
  • Circulation staff send out e-mail message to
    original ILL patron of availability
  • Patron picks up material and checks out
  • ILL Librarian tracks records manually
