A whole systems performance management approach
- What do we want from central government?
- A clear set of national priorities, which
override departmental service standards with
aligned objectives (including scope for local
determination and political choices) - What do we want from the Audit Commission and
inspectorates? - A presumption of self-regulation, with
reassurance built in at the top end -
regulation/inspection at the bottom (with a
spectrum of support in between) - What are the benefits for the Local government
sector? - Our case is built on a position of strength. It
provides an approach that is sector led that
works for citizens, local government and partners
and provides a framework for self-assessment - What happens if we fail?
- CAA is doomed to fail if priorities and
objectives are not aligned and the reputation of
local government will be tarnished.
