A GLIMPSE INTO THE FUTURE
Need for a more coherent and better coordinated
handling of matters related to European Union
competitiveness
Creation of the Competitiveness Council at the
Seville European Council in 2002 Spring European
Council in March 2003 emphasised that
competitiveness must be at the heart of European
Union policy considerations Work of ECOFIN to be
complemented by the work of Competitiveness
Council
This overall context will impact upon -
All EU policies, including RTD - EU
financial perspectives after 2006
10
A GLIMPSE INTO THE FUTURE

LISBON EUROPEAN COUNCIL 23-24 March 2000
  • Set a new strategic goal for the Union for the
next decade to become the most competitive
and dynamic knowledge-based economy in the
    world, capable of sustainable economic
growth with more and better jobs and greater
    social cohesion
  • Call for establishing a European Area of
    Research and Innovation
  • Asked the Commission and the Member States inter
    alia
  • To develop networking of national and joint
    research programmes on voluntary basis
  • Encourage the development of an open method for
    coordination for benchmarking national RD
    policies

13
BRUSSELS EUROPEAN COUNCIL 16-17 October 2003
Re-launching Economy. Council seeks to emphasize
the need for continued action across a broad
front, aimed at creating the backdrop of an
economic and social environment favourable to
sustainable growth, within the context of the
Lisbon strategy. Endorses the principle of the
Growth Initiative (proposals for action currently
being examined in relation to transports,
Telecom, Energy (TENs projects)). Call for
investment in human capital, innovation, research
and development and skills. Various instruments
are envisaged, notably European technology
platforms. FP6 would have to contribute,
together with otherinstruments (Structural
Funds). Concrete decision expected at European
Council on 12/13 December 2003.
14
OPEN METHOD OF COORDINATION OMC -(Part of
Lisbon Agenda)
  • Spreading best practices and achieving greater
convergence towards the main EU goals
  • Designed to help Member States to progressively
    design their own policies
  • It involves inter alia
  • Fixing guidelines for the Union
  • Establishing indicators and benchmarks against
the best in the world, as a means of
    comparing best practice
  • Translating these guidelines into national
    policies setting specific targets and
    adapting measures

15
GOTHENBURG EUROPEAN COUNCIL 15-16 October 2001
  • Agreed on a strategy for sustainable development
and added an environmental dimension to the
    Lisbon process
  • Background for the 6 EAP and related strategies
    and action plans
  • Background for environment to be considered in
    FP6
  • Called for actions for (inter alia)
  • Combating climate change
  • Managing national resources more responsibly,
    including maintaining biodiversity, preserving
    ecosystems,
  • Biodiversity decline should be halted by 2010

A GLIMPSE INTO THE FUTURE
Lisbon ProcessGrowth Competitiveness
Göteborg Agenda
Further Developmentof ERA
  • How is this going to be translated into a
project for EU research within the framework
    of financial perspectives after 2006?
  • What implications for EPBRS?

A GLIMPSE INTO THE FUTURE
1 OMC A Convergence Instrument Multilateral
Cooperation
Application of OMC in Research
  • A. Working towards the Aim of Increasing
Investment in Research to 3 of GDP, 2
    Coming from the Private Sector
  • Activity Types
  • Collective monitoring of broad national policy
    developments and initiatives
  • Implementation of specific actions for which
competences lies mainly with Member States
  • Public research base and its links to industries
SMEs fiscal measures for research, intellectual
    property, research public spending.
  • Many Member States have set targets and timetables

A GLIMPSE INTO THE FUTURE
2 Post-2006 Financial Perspectives
  • EU RTD Policy seen as a key element in
    Sustainable Growth
  • 3 Related Objectives
  • Realising ERA
  • Achieving the 3 objective
  • Supporting and reinforcing ST excellence in
    Europe
  • 3 Main Categories of Instruments
  • Legal measures
  • Open coordination
  • Financial support system, as the most powerful
instrument to support the 3 objectives (FP7)

21

A GLIMPSE INTO THE FUTURE
A Financial Support System Organised Along 5 Main
Axes
1. Competitive (basic) Research
Establishment of a mechanism for supporting
individual teams in competition with each other
at European level, seen as an additional aspect
of EU added value (additional to the current
cooperative research)Context current debate on
ERC
2. Research Capacities
  • Research Infrastructures
  • Access
  • Design
  • Development of medium-sized infrastructures
(European scale) data bases, imaging systems
  • Mobility of Researchers

24

A GLIMPSE INTO THE FUTURE
What Role for EPBRS?
  • Contributing to OMC
  • Does the 3 objective benefit biodiversity
    research?
  • Actions to be taken for improving human
    resources and mobility?
  • How to improve dialogue between the
    biodiversity research community and society?
  • Networking national programmes
  • What do we need in terms of research
    infrastructures?
  • Contributing to Shaping a Financial Support
    System
  • Political agenda to be kept in mind
  • Thematic priorities (to be nested in a political
    perspective)
  • National and Community channels to be used
