Joint National Training Capability(JNTC)

• Mission The Joint National Training Capability
  will continuously improve the ability of U.S.
  military, federal agencies, and multinational
  forces to fight effectively as a Joint and
  combined team.
• Customers Combatant Commands (COCOMs) Military
  (Active and Reserve) Civilian DoD Personnel and
  DoD Agencies Interagency, Intergovernmental and
  Multinational Organizations
• Goals
• Improve management and coordination of joint
  training resources
• Fully implement the Joint Training System
  Applications and provide means to develop
  improvements in DoD warfighting capabilities

Intent of Accreditation

• The intent is to build an accreditation process
  that will ensure delivery of a recurring,
  consistent, realistic training environment for
  all units participating in joint training,
  regardless of location
• Enhance the ability of commanders to more
  accurately assess the performance and joint
  readiness of their organizations
• Promote continuous improvement in joint training
  through constructive feedback and an
  incentive-based investment strategy

• Does NOT imply that joint training can not or
  will not be conducted by programs not accredited
• Does NOT imply that joint training resources will
  not be available to programs not yet accredited

Summary

• Near term JNTC focus is guided by the JFCOM Joint
  Training Plan which will describe critical joint
  and interoperability training requirements that
  are common to the COCOMs
• Specific requirements tailored to individual
  COCOMs will be supported by the JNTC in that
  COCOMs training programs
• The focus of JNTC implementation is Accreditation
  and Certification
• Accreditation and Certification are about
  fielding capabilities that provide persistent
  joint context in training programs to satisfy
  joint training on those specific training
  requirements

Military Training Directive
5.9. The Commander, Joint Forces Command, in
coordination with the Chairman of the Joint
Chiefs of Staff, shall 5.9.1. Manage the
integrated joint training architectures using the
DoD Architecture Framework (reference (h)), and
in coordination with the Combatant Commanders
develop and define standards for live, virtual,
and constructive training capabilities, including
technical development, capabilities
prioritization, implementation, configuration
control, and sustainment and enforce standards
through a certification process.

What is a Technical View-1?

• The Technical Standards Profile (TV-1) consists
  of the set of systems standards rules that govern
  systems implementation and operation of a given
  architecture.
• TV-1 delineates which standards may be used to
  implement the systems, system hardware/software
  items, communications protocols, and system data
  formats.
• TV-1 documents the existing constraints that
  might influence modernization design decisions
  and system investment decisions. They provide the
  basis for making decisions on retiring or
  evolving existing systems and replacing them with
  new systems or with updated system capabilities.
  This ability to relate technology to operational
  and performance improvement enables the creation
  of a technology investment roadmap that is
  defensible in terms of the systems and
  capabilities provided.
