1. THE ET PROJECT What is it?
  • A series of 6 modules (2-day conferences)
    covering all aspects of the ELECTRICITY SECTOR
    (from November 2007 to April 2008)
  • REGULATION
  • TRANSMISSION
  • DISTRIBUTION
  • GENERATION
  • RETAIL
  • POWER MARKETS
  • Modules preceded by a Launch Conference (18. Sep.
    2007) and followed by a Final Conference.

2. AIM OF THE PROJECT
  • The transfer of know how and best practices from
    the EU electricity markets drawing on the
    experience of Great Britain as one of EUs most
    developed energy markets and Slovenia as one of
    the new members.
  • The final aim is to help the target countries
    meet their obligations regarding the Energy
    Community Treaty

  • The ET project is funded by the British Global
    Opportunities Fund (GOF)
  • The Slovenian Ministry for Economy (Directorate
    for Energy)
  • The Centre for European Perspective (CEP)
  • Borzen, the Slovenian Power Market Operator

4. THE ENERGY COMMUNITY TREATY
  • In force since 1 July 2006
  • The Treaty brings together the EU and South East
    Europe countries. Ukraine, Moldova and Turkey may
    possibly join in the future.
  • The Partners have committed themselves to working
    together to develop integrated gas and
    electricity markets across their territories and
    to provide each other assistance in the event of
    disruptions.
  • In time, all partners will implement most of the
    legal framework already adopted by EU Member
    States in the areas of energy, including
    provisions dealing with competition,
    environmental protection and use of renewable
    energy sources.

4. THE ENERGY COMMUNITY TREATY (cont.)
  • The basic energy policy principles, shared by EU
    and Treaty Countries are
  • security of supply,
  • competition,
  • environmental protection and sustainable
    development.
  • The institutions established to oversee the
    process are
  • Ministerial Council,
  • Permanent High Level Group (PHLG),
  • Regulatory Body,
  • Gas and Electricity Fora and
  • Secretariat.

5. ADDITIONAL INFO ABOUT THE PROGRAMME
  • 6 modules. Focus on ELECTRICITY, but some GAS
    issues will be discussed.
  • Approx. 20 40 participants per module.
  • Participants travel and accommodation expenses
    will be covered by the Programme budget.
  • SPEAKERS a mix of academia and experienced
    professionals from the UK, Slovenia as well as
    other countries and international institutions
    and associations.
  • More details about the module programmes are
    available in the brochure.
