HIGHLIGHTS

• Successful negotiations at 2006 JTA Meeting in
  LaJolla, CA.
• Previous concern of a destabilized JTA lessened
  with the 2007 Tariff Agreement.

PROGRAM STATUS

• Overall, U.S. Science users continue to see
  ARGOS and CLS customer response favorably
  serving their needs.
• Growth for U.S. Science users, in particular
  the large users will stabilize.

PROGRAM STATUS

• U.S. governments ability to transfer funds
  between agencies has been under scrutiny.
• Consequently, significant delays in
  transferring funds to pay for ARGOS services have
  occurred.
• Some small user accounts previously reported to
  have positive balances are actually negative.

PROPOSED ACTIONS

• Continue discussions with counsel to improve
  financial operations through increased legal
  authority.
• Continue negotiations to secure additional
  funding to replenish user accounts.
