Monitoring of non-environmental activity in 2003

• PTT-months now replace processed telemetry load
  in Kbits to allow breakdown

• Maximum NE activity was recorded during the
  first quarter of 2003.

• Over one year the percentage of system use by NE
  programs was 5.36

• The NE activity re-increased again during the
  first quarter of 2004

• The percentage of system use remained below 5
  for the first quarter of 2004

• It is expected to approach 6 for the second
  quarter of 2004
