3Affirmative Action Policy
- 1983 - Manitoba Government MGEU issued a joint
Affirmative Action Policy for 3 groups women,
physically disabled and natives to redress
existing discriminatory barriers and to enhance
promotion equality of treatment for designated
groups. - 1986 - Affirmative Action Policy now includes
visible minorities and focus development for
women in clerical classifications. - A joint union/management Affirmative Action
committee was established both at the central and
departmental level and tasked to design a plan
that will include outreach recruitment, special
training and management development programs to
redress the effects of past practices and to
accelerate equalized representation in the work
force. -

- It is the way the Government and its departments
are going to keep and attract the talent
government needs to meet the public service
expectations of Manitobans. - - competent, representative Government

- 1) Renewal - make working for government a more
attractive and rewarding experience for current
and potential employees - 2) Sustainability - minimize the impact of
retirements on service delivery - 3) Diversity - increase diversity at all levels

5Renewal Strategy
- Why was there a need?
- Close to half of all employees and three-quarters
of all senior managers are eligible to retire in
the next 10 years. - There are existing areas of skill shortages
i.e. Engineers, Financial Officers, Agrologists,
a concern that becomes even greater if turnover
increases. - There is real competition from public and private
employers for the talent we need in the Civil
Service. - There is a need to emphasize that the continued
development of all of our employees will
reinforce the strong commitment that employees
have in serving the public.

2003 - Employment Equity Policy Review was
conducted and Equity language in
MGEU Collective Agreement was included. 2004
Affirmative Action Policy became Employment
Equity Policy - Implementation of Diversity
Employment Equity Strategy - linked to
Renewal Strategy
The Government of Manitoba is committed to an
Employment Equity Policy that achieves a civil
service workforce reflective of the citizens it
serves at all levels of four designated groups
- Women, - Aboriginal persons,
- Persons with a disability, and
- Members of visible minorities.
Employment Equity seeks to remove discriminatory
barriers and ensure equality of treatment within
the civil service.

because of their race or colour, are a visible

- 9.9 of the MB Labour Force are VM
- In 20 years, 30 of Canadas population is

8Provincial Civil Service Diversity Strategy (2007)
- a new and comprehensive approach to further
equity and diversity in the MB Civil Service - Objectives
- Departments develop diversity and employment
equity plans for increasing and retaining a
diverse workforce. - Eliminate bias and be culturally sensitive in all
human resource processes. - Establish partnerships with internal and external
resources to enhance efforts in the area of
diversity and employment equity.

- First - Generation immigrant
- defined as an individual born outside Canada
- Philippines accounted for 16.9 per cent of the
foreign-born residing in Manitoba in 2006,
followed by the United Kingdom (10.1 per cent)
and Germany (six per cent). Collectively, Poland,
the United States, India and Mexico accounted for

- Established in 2003.
- Response to the minimum progress in the
recruitment of members of visible minorities and
immigrants - An effort to increase representation in the
provincial civil service
- In 2004, only 3.7 of the total employees within
MB Civil Service are VM - 8 VM representation was set as a benchmark based
on 2001 Census data on labour market.

- Employs a collaborative approach with the
community through outreach to - educational institutions
- employment centres
- ethno-cultural organizations and
agencies in Manitoba - Opportunity Notices are sent organizations
representing the visible minority and immigrant
communities of Manitoba. These organizations
promote these opportunities among their client
base.

- The Civil Service Commission recruits candidates
on an ongoing basis. - The Civil Service Commission maintains an
inventory of candidates with a broad range of
skill sets. - Positions are based on Department needs and
candidates are sponsored for a term or volunteer
position. -

- Volunteers in Public Service Program (VIPS)
- Started in 2003 focused primarily with the
immigrants and visible minorities. - Delivered in partnership with the Department of
Education, Citizenship and Youth - Aimed to place skilled immigrants and visible
minorities in Departments where they can - Apply and sharpen their skills and experience in
a Canadian Workplace - Further develop their language skills in a
professional workplace - Assist Departments to carry out special projects,
test new ideas, and/or supplement the work of
staff. - Volunteers are placed in positions in government
for either - 3 months at 15 hours a week
- 6 weeks on a full-time basis
- Now placed 56 individuals and 22 found employment
within Manitoba civil service.

14Volunteer in the Public Service Program
Program Components
- Orientation
- Provides an overview of government and the
department where participant is assigned. - Training and Supervision
- Participant is closely trained and supervised to
acquire the skills and competencies required to
succeed in the civil service. - Recognition
- Reference Letter is provided to the participant
at the end of placement as a form of recognition.

- Career Gateway Program for Members of Visible
Minorities (CGP) - announced in Spring of 2004.
- aims to increase access to employment
opportunities for members of the visible minority
community with the Government of Manitoba - targets intake into areas where there will be an
upcoming succession and recruitment need - provides 8.5 FTEs and support for the
recruitment and development of members of visible
minorities over a 6-24 month term placement - Successfully placed 66 people with 52 of them are
still in government.

- Orientation
- Provides global view of government, profiles
departments and central agency functions through
speakers, panel discussions and meeting with
senior executives. - Networking and team building opportunity
- Selected topics presented
- Training
- OSD provided training to better address
competencies required in the Manitoba civil
service and in the position. - Aggregate of five training days.
- Mentorship
- Opportunity for participants to learn about the
corporate culture - Assist less experienced intern/ participant
acquire the breadth of perspective, networking
skills and goal setting capabilities required to
succeed in the organization.
