environment

    its external (social, cultural, economic and
    physical) environment.
  • Use of tools that facilitate a dialogue and
    interaction among the socio economic and cultural
    actors on competence are an important
    contribution to local development and innovation
    strategies. (if the external environment is
    efficient the actors and organisations will
    import efficiency, if the external environment is
    inefficient, they will import inefficiency)
