Title: Regional Competence Italian partners activities
1Regional CompetenceItalian partners activities
- Consortium meeting
- Bruxelles 22nd January 2003
- Roberto Berti (CNA Firenze Mugello Alto
Mugello) - Franco Bortolotti (IRES Toscana)
- Stefania Ranieri (Camera Commercio Firenze
Promofirenze) - Paolo Martinez (Camera Commercio Firenze
Firenze Tecnologia)
2Some background information to understand the
competence mapping approach and dissemination
needs in Italy
- The characteristics of the Italian SME
- The small number of employees ( 2,8- 3,5)
- The great professional competence
- The focus on technological and productive
innovation (rather than on the strategic issues) - The direct knowledge of the competence of each
worker on behalf of the entrepreneur
3Some dimensions of the competitive context
- Flexibility in design, production and commercial
aspects - Flexibility of competence
- Internal
- Continuous learning (permanent training) active
culture, Knowledge, organisational ability.
Cration of technical and productive skills and
development of human capital. - External
- Searching and being permeable to new external
competence needed, in a permanent or temporary way
4SMEs competitive context
- Size ( small is beautiful but poses problems)
- Cultural needs (the origins of SME in Italy
Prodi ) - Raising the technical and scientific level of
knowledge - Ability to adopt (new things) and to adapt to it
- Greater dependence from external factors and from
the efficiency of the socio economic and
political context (for product innovation,
management and access to the market) - Great need to work in an integrated way on the
territory to - Create and train new competence internally
- Introduce new competence
5The trajectory of mapping
- Shared language with the external environment
- Same competence classification categories as the
Provincial Public Administration Job Centre,
Netlabor - Elements of dialogue with external actors to
build a network on - Search of personnel and competence
- Training demand
- Individual Competence Database made compatible
with the mapping of other competence on the
territory. ( schools, Local Authorities,
professional studies, training agencies, )
6Contamination among external actors and
environment
- The nature, behaviour and development of small
and medium enterprises is strongly influenced by
its external (social, cultural, economic and
physical) environment. - Use of tools that facilitate a dialogue and
interaction among the socio economic and cultural
actors on competence are an important
contribution to local development and innovation
strategies. (if the external environment is
efficient the actors and organisations will
import efficiency, if the external environment is
inefficient, they will import inefficiency)
7The role of the Province of Florence
- An important collaboration
- Availability to connect the RegComp projetc to
the Job centre - Action of the territory on competence as a means
to local development and innovation (the mappers) - An integrated strategy to increase the quality
and impact of training programmes (funds
administered through the Province)

15SME dissemination of the Individual Competence
Data Base ICDB(1st level)
- Difficulty
- Direct knowledge of employees in SMEs
- Low practical use
- Value (strategic)
- Introduction of a new culture of competence
- Utility of the job search function
- Focused training
16Sinergy
- There is more interest if the system is adopted
by the territory (Local Authorities, Schools,
etc.) - It is more effective if support and programming
synergies are created on this issue.
17The seminars programme
- Evolution of the organisation of labour
- Continuous training for the development of
competencies - Evolution of competencies in work
- Competence evolution as a need in the new
relations between workers and trade unions.
(initiatives in Mugello and Florence)
18The Province of Florence
- Availability of the Province to have a
contamination process between RC and other
projects on competence - Training of trainers on competence mapping
- Opportunity to adopt RC in the Local Authorities
and Schools - CEMR has a pulling and pushing role towards Local
Authorities. ( planning an initiative in Florence
or in Mugello)
19The Camera di Commercio(Promofirenze e Firenze
Tecnologia)
- Administrative and scientific coordination
activities for the italian group - Liaison activities between the partners for the
competence working group. - Adaptation and localisation of the software
- Support to interinstitutional relations and
interface between SMEs, their associations and
the local institutions. - Dissemination Activities, workshops
- Methodological extraction
-
20CNA Mugello
- Direct interface with the companies.
- Interviews and mapping in Mugello
- Participation to the diffusion of the project at
a more extended level. - Activate and participate to initiatives for the
adoption of RC both by the enterprises and the
territory
21IRES Toscana
- Methodological research
- Study and analysis of the labour and development
policies - Participation to the working group meetings
(Competence, Semantics and Method)
222nd Level Competence MappingUse of the RCDB tool
- More interesting for the enterprise
- Past experience difficulty with portals and ICT
communities (UTC, Bridge projects) - Express the competence of the enterprise at the
best through the RC web database - Adopt approaches and methods applied by the
Province staff, simplify, create working manuals
23The European Council of Municipalities and
Regions (and italian activities)
- Possible supports at the Italian level.
- The pulling role for RC in the Public
Administration an educational bodies - The importance of giving visibility and
sponsoring the project at the local level (a
presentation letter) - Raising the competence of local public
administration to strengthen the ability of the
local actors and create an environment favourable
to innovation (seminars and workshops on the
issue of competence).
