General Rules for Officers (1 of 2)
  • Every service member upon entry in to the Armed
    Services is obligated to serve 8 years (Title 10,
    USC, Section 651). Time may be served by
    combining Active, Reserve, National Guard or
    Inactive Reserve time in officer or enlisted
    status.
  • Initial periods of obligated voluntary service
    (OBV) are based on commissioning sources
  • -United States Military Academy (USMA) - 5 years
  • -Reserve Officers Training Corps (ROTC) - 4
    years scholarship/3 non-scholarship
  • -Officer Candidate School (OCS) - 3 years
  • -Warrant Officer Candidate School (WOCS) - 6
    years
  • -Special Branches (Chaplains, Medical, Judge
    Advocate General (JAG)) have varying OBV based on
    rules of each branch.

General Rules for Officers (2 of 2)
  • Active Duty Officers must, at a minimum, serve
    through their OBV and all other Active Duty
    Service Obligations (ADSO) before applying for
    separation. ADSO may be either statutory (law
    based) or regulatory (policy based). Some ADSO
    may be served concurrent with the OBV some are
    served consecutively.
  • ADSOs are anything that further obligates an
    officer before, up to, or beyond their original
    OBV. Some examples are military or civilian
    schooling, permanent change of station, accepting
    promotion (warrant officers), initial entry
    rotary wing training, and tuition assistance.
  • Officers may seek waivers to ADSOs. In all
    cases, Headquarters, Department of the Army is
    the waiver approval authority.
  • Types of Officers
  • - Regular Army (RA) commissioned and warrant
  • - Other than Regular Army (OTRA) commissioned
    and warrant

600-8-24, Chapters 2 and 3)
  • There are two types of separations release from
    active duty (REFRAD), chapter 2, and unqualified
    resignations, chapter 3.
  • Separation is governed by type of officer
  • -Unqualified Resignations.
  • RA If officer has not completed the 8 year
    MSO, the officer must accept an appointment as a
    Reserve Officer until completion of the 8 year
    MSO.
  • OTRA Who have completed the 8 year MSO and no
    longer desire to serve in the Army Reserves or
    National Guard.
  • -REFRAD.
  • OTRA If officer has not completed the 8
    year MSO, the officer WILL REMAIN APPOINTED as
    an OTRA until completion of MSO.
  • Also submitted by OTRA officers who have
    completed MSO but desire to continue service in
    the Army Reserve or National Guard.

  • - Pregnancy
  • - Hardship
  • - Personal Reasons
  • - Essential to National Interest
  • - To attend school
  • Stop Loss
  • -The legally based authority of the
    Secretary of the Army to hold all or some service
    members beyond non-statutory separation dates
  • -The Army has provisions for separations
    under Stop Loss outlined in an Army-wide message
    defining exemptions and exceptions to policy

Officer Retirements (Army Regulation 600-8-24,
Chapter 6)
  • Eligibility 20 years active federal service
    (w/10 years active commissioned service) may
    retire with approval of SECARMY.
  • Mandatory retirement for age Regular Army (RA)
    Commissioned 62 Years Other than Regular Army
    (OTRA) Commissioned 60 Years Warrant Officers
    (WO) 62 Years 60 Days WO with Reserve
    Commission 60 Years.
  • Mandatory retirement for years of service RA
    Colonel 30 Years Lieutenant Colonel 28 Years
    OTRA Officers 20 Years WO 30 Years 60 Days
    of AFS.
  • Special branches (Chaplains, Medical, JAG) have
    varying rules about maximum age and service rules
    for retirement.
