Purpose of Workshop
  • Overview of self evaluation within Comprehensive
    Area Assessment CAA
  • Enable partners in Cornwall to contribute to the
    development of the areas self evaluation
  • Identify the actions required to drive improved
    outcomes and the related responsibilities
  • Identify key opportunities, any gaps and plans
    for the future

Joint Inspectorates view of Self Evaluation
  • Not a formal requirement - they will make optimum
    use of the self evaluations produced
  • The more robust the self evaluation the more
    reliance they will place on it
  • Sound evidence and data is vital
  • Valuable tool to tell the local story

The role of self evaluation in CAA
  • Rigorous and regular self-assessment is a
    feature of effective organisations and
    partnerships ... We will use the information that
    partnerships and organisations use to evaluate
    and manage their own performance wherever
    possible to help gauge how well performance is
    being managed in organisations and across areas.

IDeA work around self evaluation and peer
challenge
  • Worked with 14 Local Strategic Partnerships in
    developing a self evaluation tool
  • Developed and tested a peer challenge model
  • Rolled out peer challenge model across UK
  • Established a range of CAA-related guidance

  • Facilitating the exchange of learning and ideas
    through an on-line community of practice
    www.communities.idea.gov.uk/welcome.do

  • Ensure a focus on outcomes
  • Local Area Agreement important but agreed local
    priorities vital
  • Need for shared ownership of the performance
    management framework

  • Ownership of the self evaluation by the Local
    Strategic Partnership - including political
    leadership
  • Potential to build self evaluation into the
    performance management cycle
  • Peer challenge as a reality check is helpful

  • High levels of engagement with and understanding
    of your communities
  • Ambitious shared vision for place and communities
  • Productive relationships across public, private
    and third sectors
  • Self-awareness and effective performance
    management
  • Innovation and well managed risk-taking
  • Sustainable improvements in citizen satisfaction,
    priority outcomes, efficiencies and VfM

  • Need a shared understanding of communities, needs
    and aspirations
  • Need to demonstrate collective understanding of
    issues, actions and risks
  • Legitimate role for political leadership and
    scrutiny
  • Need for more joint working and discussion
    between Cabinets and LSPs outside of formal
    structures
  • Understand each others performance issues and
    take collective action when necessary
    maintaining ongoing dialogue
