3- Creative Industries in 1999
- were not seen as a sector but a fragmented set
of individuals and businesses with few formal
networks - had no single voice and therefore no-one
making the case to decision makers - had no sense of their own scale and not able to
articulate their economic worth to Cornwall - had some sub-sector strengths and others with
potential - did not feature in any of Cornwalls major plans
- were easily dismissed as a peripheral activity,
with no serious part to play in Cornwalls future
