1
Relieving Arterial Congestion in South Florida
Presented by K. K. Saxena, CCP, Kimley-Horn and
Associates, Inc.
Presented at TRANSPO, September 24th, 2008

2
  • Miami-Dade County ATMS
  • Broward County - TSP

3
Growth A Boon and a Challenge
  • Miami-Dade Countys Growth Trends from 1990 to
    2000
  • Population grew by approximately 16
  • Roadway lane miles increased by 14
  • Vehicle Miles Traveled (VMT) increased by 23

4
Growth Demand for Mobility
  • The number of Vehicle Miles Traveled (VMT)
exceeded both the growth of population and the
number of lane miles in the last decade
  • This increase in VMT is the source of congestion
    on the roadway network

5
Economic Growth Needs Efficient Travel
  • Annual delay increased by approximately 17 from
    Year 2000 to 2003.
  • TTI ranked the Miami metropolitan area 6th in the
    nation

6
In February 2005, a poll conducted by
ABC/Time/Post revealed55 of respondents said
that improving traffic signals was an important
remedy
What People Want
7
Background
  • Miami-Dades Urban Traffic Control System (UTCS)
  • First installed in the mid-70s
  • Funded by FHWA, FDOT, and local
    Decade-of-Progress bond funds
  • Largest central computer control system in the
    U.S. at inception
  • Reached maximum capacity of 2,048 signals by the
    mid-80s

8
After the Field Alpha Test Full Deployment
  • The completion of the field alpha test in 2006
cleared the way to proceed with a full
County-wide deployment of the Miami-Dade ATMS
  • Existing 700, outdated NEMA traffic controllers
to be replaced by Type-170E controllers with
    enhanced processors
  • Communication lines and modems are being upgraded
from voice-grade circuits to 9600 baud digital
    communications
  • Approximately 1,180 signals have already been
    converted to the new ATMS

9
After the Field Alpha Test Full Deployment
  • The final objective is to migrate the system to
an ethernet network, which will incorporate
wireless technology for greater flexibility and
    increase data transfer rates
  • Wireless ethernet will also lay the foundation
for integrating additional devices such as
    wireless closed-circuit television cameras for
    monitoring intersections
