5Customers and Stakeholders
- Who are the Maintenance Agencys (MA) potential
customers? - All national and international companies,
government organizations and other users that
seek an electronically maintained and quality
assured standard definition and representation of
product/system reference data. In addition,
companies and industry associations within
industry domains that use the ISO 10303 and ISO
15926 standards are prime TC 184/SC4 MA marketing
targets. - Who are the initial stakeholders?
- Customers, who seek practical, efficient and
cost-effective solutions to the problem of
managing corporate meta- or reference data and
making a quality assured, controlled and
internationally accepted standard definitions
available for partners, allies, subcontractors,
suppliers and vendors. - Customers, who seek these solutions in order to
develop, market and sell mapping-, rule sets-,
quality control- and other services, functions
and applications, used to support
interoperability and data quality within and
between larger information systems, i.e. supply
chain. - The SC4 Standardization Community understands
that there is no other way to efficiently manage
and maintain standard product/system reference
data. - Other standard organizations, communities and
committees (e.g. ISO TC 67), that find the scope
of reference data or the methodology or the
practical solution of maintaining reference data
useful.
6Products and Services
- A. User services (information and advice), the TC
184/SC4 MA Staff shall - A1. Maintain an Internet based Portal, from where
users can search, retrieve and download Reference
Data. - A2. Snapshots of the MA Reference Data Library
database(s) will be published on the SC4 website
two times per year. - A3. Provide advisory services to support and
inform users on how make the best use of the
Portal, periodicity of reference data updates,
setting up automated links, etc. - A4. Provide advice and support to users on the
scope of standards, alternative choices, tools
for managing local product information. - A5. Set up and conduct training in managing and
making use of the Reference Data Library. - A6. Arrange meetings and seminars, to inform how
Reference Data can be used and invite speakers to
present lessons-learned. - B. Administrative tasks and services, the MA
Staff shall - B1. Report on the resource allocation, usage and
limitations, Reference Data Library (RDL) status,
plans and progress, closed open actions,
current and anticipated problems, administer
working groups and supporting the national
experts in their work. - B2. Prepare and conduct briefings for
Stakeholders, Customers and for the

(MAAG). - C. Reference Data Library (RDL) Product, the MA
Staff shall - C1. Develop, manage and maintain a Reference Data
Library, and applications to simplify the
maintenance of reference data. - C2. Develop, manage and maintain an Internet
based User Portal, for users to learn about,
search, retrieve and comment upon stored
Reference Data. This is a separate system, to
avoid having users making changes into the sharp
RDL environment. - D. RDL Maintenance Services, the MA experts
shall - D1. Add, eliminate or assign reference data items
as needed, in accordance with the rules provided
in the standard(s) - D2. Advise users regarding the application of the
standard(s) - D3. Update and disseminate lists of items,
reference data items and their definitions - D4. Maintain configuration of all items and
reference data items used and their period of
use - D5. Issue announcements for changes to reference
data and reference data standard(s)

9Funding
- Funding will be an issue. The SC4 MA and MAAG
must identify potential streams of financial and
labor support that can sustain the operation of
the SC4 MA. Some potential funding methods are - Operational Fees. Every member of the SC4 MA
organization is required to pay an operational
fee, to cover the costs. This fee represents the
basic funding for the SC4 MA Organization. With
10 members and without any other funding, the
first year would cost each participating
organization 50,000 and 260 hours of
labor-in-kind contributions. - Sponsor contributions. Each member of the MAAG is
required to identify at least two national and/or
organizational sponsors to provide financial
support. These sponsors can be concerned
customers and/or stakeholders that are planning
to and will make use of the Reference Data
library for their own benefits. The financial
support can exceed the budgeted cost, which will
give MAAG the opportunity to expand its services
and products. - Fee based services. With time, the MA will
support users with practical advice, information,
directions and training (See Table 1), in order
for them to best utilize the reference data
resource.

Is really MA going to provide this, or should it
be through commercial enterprises? MA might be
reimbursed through as a royalty or fee-based
license.
A3. Provide advisory services to support and

also assist users with advice to propose feedback
back into the maintenance agency. A Wikipedia
type of interface could be considered. A4.

of the Reference Data Library. A6. Arrange
meetings and seminars, to inform how Reference
Data can be used and invite speakers to present
lessons-learned.
