SG Statutes
  • AIMS ARTICLE 5.
  • The Santander Group constitutes a European
    network of higher education institutions whose
    aim is to establish special academic, cultural
    and socioeconomic ties and to set up specific and
    advanced facilities as well as privileged
    channels of information and exchange.
  • The Santander Group also wishes to encourage
    contacts between universities and their
    surrounding communities or regions on matters
    related to social and technological development.

  • PASCAL ? Place Management, Social Capital and
    Learning Regions (http//www.obs-pascal.com)
  • The PASCAL International Observatory is an
    organisation with a strong panel of expert
    Associates, including OECD lead and other
    evaluators from its thematic review project
    "Supporting the contribution of HEIs to regional
    development" which embraced 14 regions across 12
    countries.
  • PASCAL is administered jointly by RMIT University
    of Melbourne (Australia), Northern Illinois
    University (USA) and Glasgow University
    (Scotland).

PURE
  • A major project which seeks to map regional
    engagement of universities with their regions,
    benchmarking in specific interest areas.
  • Currently, in the first cohort, some 12-16
    regions are taking part across the globe.
  • PASCAL is planning another cohort to start in
    April/May 2009 and this might interest the
    Santander Group.
  • Santander Group universities might assist by
    encouraging their regions to take part in the
    study and by providing experts to join review
    teams in other regions around the world.
  • PASCAL Regions pay for this (currently 50,000
    (maybe a little more next year), but less outside
    the OECD).

PURE Possible areas of work
  • to monitor and compare approaches to the
    innovation system and human capacity-building
    work of universities across all strands of
    balanced social development - cultural, civil
    society, health and welfare, environmental as
    well as economic.
  • to identify barriers and ways of overcoming them,
    where appropriate trying out approaches new to
    partnership and organisation successful in other
    regions
  • to interrogate and use existing data more
    effectively and study the impact of university
    partnership on regional development, with
    realistic tasks and targets for university
    partnership-based regional development

  • Building a Framework for Engaged Universities in
    Latin America
  • to develop a network that will help universities
    in Latin America to
  • examine their interactions with their local
    businesses, government and civic society, and
  • make structural changes that enable better
    engagement and greater impact on society

PASCAL ALFA III objectives
  • To identify the incentives and the structural
    barriers that influence the degree of engagement
    that universities have with their regional
    stakeholders and communities
  • To create a network of universities that exchange
    experiences and collaborate on learning how to
    engage with their regions.
  • To support the development of pilot projects
  • To develop benchmarking between universities in
    the field of engagement through the creation of
    new tools and their implementation on a
    trans-national basis

PASCAL ALFA III approach
  • The project seeks to draw upon previous work in
    Europe, synthesise key findings into tools, and
    to use these as the basis of dialogue with
    universities in Latin America to examine and
    overcome the barriers to better engagement with
    regional communities.
  • The consortium will draw upon European expertise
    in university engagement and regional
    development.
  • This will be combined with a network of experts
    from Latin American universities with experience
    of studying regional engagement and university
    management, and who will collaborate in the
    development of the tools and methodologies, but
    will also implement them for universities in
    their respective countries.

PASCAL ALFA III a 3 years project
  • YEAR 1 development of methodologies,
    benchmarking tools, and initial analysis of the
    situation in the participant countries regarding
    objectives, barriers and approaches to engagement
    with society.
  • YEAR 2 implementing the benchmarking using the
    developed tools and with some exchange of staff
    between the Latin American countries.
  • YEAR 3 introduce pilot projects to support
    change management within the universities and the
    development of policy recommendations to
    governments and other stakeholders. There will
    also be dissemination events across Latin America
    and in Europe. .

PASCAL ALFA III the partnership
  • In Latin America PASCAL needs at least 12
    partners in 12 different countries. They have a
    number of links, but some gaps, that the
    Santander Group might assist us to fill.
  • In each case they should be a university and a
    team with a research capacity and the rector or
    vice rector of the university.
  • The university has to have an objective to
    enhance its engagement with its local community
    and a willingness to undertake self analysis and
    to develop some pilot activity.

PASCAL ALFA III funding
  • Funding for each partner would be of the order of
    50,000 Euros per year for the three years,
    150,000 in total.
  • It would cover between 50 and 80 of the total
    eligible costs.
  • Matching funds can come from the organisation
    itself or from partners in their own country.

Are we (SANLAT) interested?
  • If YES, we should notify PASCAL before the 15
    December 2008. .
  • There will be a virtual seminar on Thursday 14th
    January 2009 from 1500 1700 GMT by web-based
    conference.
  • There will also be a face-to-face roundtable in
    Vancouver at the PASCAL conference from 18-20 May
    2009 for those who can make it. For those who
    can't there will be web-based video-conference
    access.
