8System Failure on 4.11.
- The most serious system failure in the history of
UCTE (in terms of the number of TSOs affected and
the impact on frequency) - The network was reconnected in 38 minutes and the
situation brought back to normal in 2 hours - Decentralised responibilities of EuropeanTSOs
demonstrated the ability to prevent the blackout
9Continental Europe (23 states) split into three
islands In Area 1, due to the under-frequency,
15 milion European households were disconnected
from supply The uncoordinated approach of the
power generators, in particular wind farms and
CHP connected to the distribution network, made
re-synchronisation more difficult
