  • Serbia will enter the EU long term and integrate
    economically in the medium term

  • ports are working under their handling capacity,
  • relative low throughput of the last decade,
  • lack of income,
  • limited modernisation and maintenance, programme
    infrastructure, equipment and systems,
  • outdated and less efficient and reliable port and
    terminal facilities jeopardises attractiveness of
    ports and IWT operations.

  • working methods and customer oriented port
    operating companies,
  • working in a sound institutional framework in a
    public-private partnership,
  • only Luka is considered, other facilities (grain,
    sand, oil, etc.) in other hands.

Project 3 Port Development Financial analysis
  • Required investments have been divided based on
    the Port Landlord Model
  • the public sector is responsible for the required
    investments in and the annual maintenance of the
    port basic infrastructure (quay walls, dredging,
    rail and road connections),
  • and
  • the private sector for the investments and annual
    operational costs related to the port operations
    (handling equipment, storage areas,
    superstructures and information systems).
