Practical issues (1)
  • Restrictive procedure of the Act on public
    procurement (the requirements of Polish
    legislation are much more strict than the EU
    legislation) which results in limited flexibility
    in spending
  • Complex administrative requirements causing
    relatively non-proportional involvement of
    man-hours for financial and administrative issues
  • Delays in availability of statistical data (it is
    impossible to analyse statistics and field
    research outcomes in the same time since they
    reflect different state)
  • Lack of coordination of monitoring schemes in RIS
    regions and others even in Poland itself, not
    talking about EU level (impossible benchmarking)

Practical issues (2)
  • Making the innovation and strategic objectives of
    the regional RTDI policy appealing to each group
    of stakeholders (mostly to the companies)
  • Adjusting the communication channels and the
    language to the target groups specificity
    (marketing of the innovation policy)
  • Showing the linkages between strategic objectives
    of RTDI and other governance fields (education,
    entrepreneurship, internationalisation)
