- 04JT-19 (BOGrp 3) CoComs lack understanding of
JS J3 role as Global Force Manager JFCOMs role
as Primary Joint Force Provider and impact of
this mission on CoComs - Discussion JFCOM was recently assigned mission
as Primary Joint Force Provider as part of Global
Force Management. JFCOM will make
recommendations to JS on global sourcing. CJCS
is the Global Force Manager and will make all
decisions on force providing. JFCOM is still
developing the procedures and resources required
to execute this mission. CoComs require
education and applicable training on procedures
associated with GFM, particularly as it might
impact CoCom-assigned forces. - Impact CoComs unclear on their role in GFM
- Submitted By EUCOM, TRANSCOM
- Endstate CoComs fully educated on role in GFM

- 04JT-01 (BOGrp 1) Resource COCOMs to plan and
execute their joint training programs. - Discussion Align resources with statutory joint
training responsibilities. Operational, C2,
Theater, and Training Transformation change
training effort and costs. COCOMs are not staffed
to fully implement the Joint Training System nor
to adequately participate in the transformation
processes. Training Program Assessment and
Lessons Learned Programs are under resourced.
Resources are needed to enable interagency and
other non-DoD participation in joint training and
to exploit JNTC. Components cannot accurately
program JFHQ training funding. - Impact Critical joint training may not be
accomplished to standard. JFHQ (COCOM JFHQ, JTF
HQ, Functional Component HQ) and joint forces are
less prepared for integrated global operations.
T2 and C2 Transformation cannot be properly
executed. - Submitted By HQ USEUCOM, EPOC-JTRE, Col Dave
Beydler - Endstate COCOMs have access to adequate
resources to plan and execute their joint
training programs, including programming funding
for JFHQ training funding. COCOM training funding
is competed outside of Executive Agent POM and
fenced within Executive Agent budget. - Plan of Action COCOMs identify resource
shortfalls to JS. JS work with OSD to identify
resource realignment options. - OPR JS J7 OCR OSD (RT)

- 04JT-02 (BOGrp 1) Independently developed
automated support tools need management and
oversight to ensure they are complementary and
will collectively meet DoD requirements - Discussion Automated support tools (JTIMS,
JDRAT,...) are JMETL/AMETL based, yet current
configurations use different task terminology and
different methodologies for addressing UJTL
deviations. JS J7 developing an effective
approach to include automated procedures for UJTL
updates. Policy needed on information and
intelligence data sharing across military and
civilian organizations (TIM2 community). - Impact Training and readiness community needs
an integrated suite of automated support tools
that support collaborative planning and effective
knowledge management. Integrated tool suite must
use consistent terminology and system interfaces
should provide data exchange that support single
data entry for use in multiple applications. T2
objectives will be difficult to meet if these
issues are not addressed as JTIMS, ESORTS, and
UJTL development efforts continue. - Submitted By USSTRATCOM / OP70, MAJ Coughlin.
- Endstate Automated support tools that are
independently developed to meet specific
requirements will have coordinated management and
oversight to ensure these tools will collectively
meet the T2 objectives and training / readiness
requirements. - Plan of Action Continue with due outs
identified by the JTIMS CMB. Recommend CRD sent

- 04SOUTHCOM05 Transfer of data (import/export)
from TSCMIS to JTIMS - Discussion SOUTHCOMs training deployments are
entered into TSCMIS. Need exists to transfer
data fields from TSCMIS to JTIMS for those
training deployments that will form part of
SOUTHCOMs exercise program. - Impact Lack of import/export capability
requires double entry of data requiring excessive
man hours. - Submitted By SCJ34, Ms. Karen Castleton,

- 04JT-05 (BOGrp 1) Accelerate the development of
doctrine and TTP to support emergent capabilities
used in real-world operations. - Discussion Per Joint Training Policy, joint
training is to be conducted to agreed joint
doctrine. Current rapid transformations are
establishing new constructs, e.g., SJFHQ, JIACG,
Intergovernmental Operations, Homeland Defense,
etc., with no doctrine and minimal TTP,
inhibiting effective training, - Impact Training events are transformed into
experimentation events that inform the concept
development but do little to improve training
audience readiness. - Submitted by HQ USEUCOM, EPOC-JTRE, Col Dave
Beydler. - Endstate JS and JFCOM have implemented rapid
doctrine and TTP development and approval
processes that provide and update useable interim
doctrine and TTP for emergent transformational
concepts as baseline for operational employment
and associated training. - Plan of Action CJCSI 5120.02 is addressing

- 04JT-08 (BOGrp 1) Define the entry requirements
for each T2 enabling capability make the
definition a part of new enablers as they are
developed - Discussion Active joint customer (COCOM, CSA)
participation in the processes of enabling
capabilities (JNTC,JKDDC,JAEC,TIM2, TC AoA,
JTFCB, etc.) requires easy portal access to
working group process. Entry requirements need
to be clearly described by the T2 capability lead
and understood by the Joint customer in order to
enable effective joint training. Communication
among OSD, JS and the COCOMs\CSAs does not
adequately inform the COCOMs\CSAs of process
schedules associated with building and
maintaining critical enablers. In addition,
where COCOMs\CSAs do have visibility, they are
not adequately resourced to insert informed input
into each of the processes. - Impact T2 implementation is sub-optimized by
inadequate input from the user. - Submitted By USTRANSCOM, Major Jim Stanford
- Endstate T2 enablers can be accessed through
straight forward presentation of joint customer
need to the T2 capability leadership. T2
enablers have clearly described on/off ramps
for joint customers to easily access T2 benefits
in development of their joint training programs.
T2 FOC is fully optimized - Plan of Action Existing and new T2 enablers
should make all entry requirements clearly
understood in order to facilitate their benefit
to the joint community. Review and assess access
portals to all T2 capability venues. Determine
customer ability to access, participate and
manage issues within T2 venues. Establish
procedures for customers to access all T2 tools
through a single portal. COCOMs\CSAs identify

- 03JT21 Refine the UJTL
- Issue A high quality UJTL is fundamental to
credible JMETL. Geographic commands are
concerned that the current UJTL and its revision
process falls short of its original intent of
simplicity, universality, doctrinal purity, and
applicability. - Impact A growing, diluted UJTL frustrates
command JMETL build task selection - Endstate A simple, universal, doctrinally pure,
and applicable UJTL - Plan of Action JS and JFCOM co-host a UJTL
workshop as part of the UJTL 5.0 process attended

- 04CENTCOM04 The requirement exists for DOD
personnel to conduct planning, coordination, and
support of interagency operations, yet military
personnel are not educated nor trained to
accomplish doctrinal tasks requiring interagency
coordination. - Discussion The National Security Strategy
requires the development, coordination, and
application of the elements and instruments of
national power to achieve national security
objectives. In order to accomplish this
requirement, USCENTCOM must have senior
leadership and staff officers that are educated
and trained in the coordination and integration
of regional interagency activities. Despite the
acknowledged importance of USG agencies and
departments to the mission success of USCENTCOM,
command and agency education and training
programs are not resourced to provide personnel
that can successfully conduct interagency
operations. - Impact Without an interagency education and
training program, personnel will continue to
conduct ad hoc interagency coordination of
doctrinal interagency tasks. - Submitted By LtCol Brad McAllister, JIACG,
651-1960, mcallibg_at_centcom.mil - Endstate DOD provides USCENTCOM with senior

March via msg (forty to fifty pages). OSD
approval is historically received in Aug/Sep
timeframe via msg. Approval for Out of Cycle
(emerging, mission critical) requirements are
submitted through the same lengthy process and
many times, approval is not received on time. - Impact The current process requires extensive
man hours for USSOUTHCOM, Service Components and
MILGPs. Additionally, it hinders the commanders
flexibility and ability to support mission
critical, short fused, emerging requirements. - Submitted By SCJ34, Ms. Karen Castleton,

and Reporting Tools - Issue Current training assessment results are
not being briefed/reported to leadership in a
usable format. Assessment results may not be
formatted/structured in a way that reflects
leaderships priorities/concerns/focus. While no
universal assessment/ evaluation tools currently
exist, tools such as those developed at JFCOM and
PACOM may serve as interim workarounds until
JTIMS is fully developed. Also, some users
expressed strong interest in fully independent
tools, which might then link to JTIMS. - Impact Assessment results may receive limited
leadership attention or be misunderstood.
Increased flexibility in assessing non-JTIMS
based activities. Current processes and outputs
may lead to limited leadership attention or be
misunderstood. Lack of mature tools increases
staff workload and decreases training assessment
efficacy. - Endstate Development of a straightforward,

exercise support to COCOMs. Historically, this
support has been provided to two major COCOM
events per FY. CoComs typically require JFCOM
support for more than 2 per year but have to
compete with other CoComs and JFCOM Components
for support. CoComs are not resourced to

- 04JT-22 (BOGrp 3) Lack of common DoD-wide
process for incorporation of testing and
experimentation in joint training - Discussion OSD Training Testing Steering Group
is seeking to embed test activity in training to
test with appropriate joint context as tasked
within SPG 06. JFCOM, as the joint force
integrator and experimenter, also requires the
training environment to assess capabilities such
as DJC2, Blue Force Tracking and SJFHQ. The need
for joint context and resource limitations
require some test and prototyping activity in
training. JFCOM has developed a manual that
outlines the process the test and experimentation
community will use for integrating into JFCOM
sponsored and supported training. JFCOM could
serve as one stop shop for DOTE and
experimentation community for integration into
training. - Impact DOTE forced to engage multiple CoComs

58WJTC 04 Issues (CHANGE IN OPR)
- 04JT-18 (BOGrp 3) Funding a Joint Training
Specialist for Service Components of Combatant
Commands - Discussion Currently Service Component
participation in joint planning, execution, and
training is performed out of hide. This is
evident in the lack of discipline in the
operation and management of JTIMS. Some COCOMs
are not using the Forces TAB to identify new
requirements. This results in untimely
processing of RFFs by using DMS to state
requirements. Additionally, COCOMs continue to
make changes to exercises (dates, force
requirements, and locations) late in the planning
cycle. Changes are not being entered into JTIMS
and are not discovered until planning
conferences. These late changes create
turbulence for participating units. In some
cases the data for exercises in the out years
have been cookie cuttered from previous years.
This repetitive data does not provide adequate
information for sourcing decisions based on
training value for participating units. All of
these situations, plus others, can be directly
attributed to lack of at least one Joint Training
Specialist at the Service Component level. As
the Joint Training System and Training
Transformation move toward full implementation,
additional joint training responsibilities will
be incorporated into Service Component missions. - Impact Without additional resources to meet
all of the additional responsibilities required
by the Joint Training System and Training
Transformation, Service Components will
experience difficulty in meeting all joint
requirements. This situation will put the
Service Components at risk with respect
synchronizing joint requirements and service

- 04JT-09 (BOGrp 2) Dissimilar organization

commands - Discussion
-
- Many unique COCOM command/staff structures and
supporting processes exist. - Dissimilar nature (in format and supporting
technologies) of this joint environment makes it
resource intensive to develop and maintain a
common education/training POI. - These complexities undermine the ability to

- 04DCMA01 Lack of policy and doctrine addressing
CSA support roles/functions in supporting COCOM
mission training requirements. - Discussion Existing policy/guidance addresses
small slice of the CSA mission (combat support)
and ignores the majority of the CSA's mission
(i.e. contractor support on the battlefield,
contractor requirements during contingencies,
indirect support). If CSAs are expected to
provide capabilities to the COCOMs appropriate
doctrine should be in place to justify the
support requirements. - Impact How to capture indirect support (i.e.
in-plant reach back) leadership uncertain of CSA
expectations slows JTS development - Submitted By John Parker, DCMA Combat Support

Agency Capabilities - Issue JTF HQs and Components knowledge and
training in the application of CSA capabilities
require initial and continual training due to
turnover. Combatant command staffs, notably JTF
staffs and components, lack sufficient knowledge
of CSA capabilities. Combatant command
requirements may not always be effectively linked
and communicated to CSAs. CSAs are not always
involved in command deliberate planning and CSA
AMETLs need to link directly to command JMETLs. - Impact Lack of staff knowledge may negatively
impact combat and training planning/execution
activities. Linkages between combatant command
JMETL and CSA METL may be weak or non-existent,
possibly negatively impacting plan efficacy and
ability of CSAs to provide required support. - Endstate Staffs possess current and suitable
knowledge of CSA capabilities. Fully integrate
combatant command (JMETL) and CSA (AMETL)
planning and training support linkages. - Plan of Action Increase CSA LNO focus and
engagement with respect to combatant command
staff education. Possibly provide courseware and

66WJTC 04 Issues (CXd)
- 04JT-15 (BOGrp 2) Unrealistic expectation that
DL will solve joint duty assignment prerequisite
training/education requirements (protected duty
time needed)
Discussion
- DL provides a valuable resource to reach-out to
expand the training audiences and training
opportunities. - An underlying assumption on the use of DL is that
training time is available to support the
expanding DL-based training and education
requirements. - In many cases, individuals do not have excess
time to meet leverage DL opportunities
67WJTC 04 Issues (DUP SLIDE /CX)
- 04JT-14 (BOGrp 2) Lack of DoD enforcement of
standard CIE application (IWS vs. DCTS)
Discussion
- DOD specified DCTS as the common CIE.
- Many commands use GCCS-based IWS vs. DCTS for
CIE. - Education programs should provide foundation
education on CIE, however, cannot resource
instruction of both IWS and DCTS applications. - There is no DoD enforcement of a standard CIE.
68WJTC 04 Issues (DUP SLIDE/ CX)
- 04JT-11 (BOGrp 2) Personnel assignment processes
do not support joint competency proficiency prior
to joint duty assignment
Discussion
- OSD direction is that individuals, staffs, and
units will be certified to joint standards prior
to arrival at joint assignments. - Most personnel assigned to JMDs do not arrive
fully prepared to immediately support JMD duty
requirements. - The JPME-II (COCOM focus) throughput does not
support qualification of all 04s and above for
JMD duty positions. - Service personnel assignment systems do not
ensure officers receive requisite JPME prior to
COCOM assignment. - For many JMD positions, prerequisite
functional-specific education and training is not
provided prior to arrival at the COCOM
69WJTC 04 Issues (DUP SLIDE/ CXd)
- 04JT-12 (BOGrp 2) No process for maintaining
currency of joint training and education
Discussion
- Todays joint staff officer faces an
unprecedented rate of change across the
political-military environment. - In many cases, the systems and processes for the
development of concepts, doctrine, plans, and
procedures have a half-life of months - Education and training programs must dynamically
update to maintain currency and relevancy - The integration of these processes and systems is
ad hoc leaving individual joint staff officer
preparation trailing the needs of the field
