Welcome Remarks
  • My thanks to.
  • The National Guard Professional Education
    Center, our host for the WJTC 04, the 3d year
    they have supported this key event
  • The USJFCOM/JWFC for their support to the
    Chairman in conducting the WJTC
  • Combatant Commands, Combat Support Agencies, the
    Services, OSD and the National Guard for
    attending and adding their collective wisdom to
    improving joint training and readiness
  • All the officers, enlisted and civilians who
    work behind the scenes to make this a world class
    training conference
  • Transformation is now a way of life in DOD
    Concepts, Ideas, Processes, Organizations,
    Training, Readiness and Programs
  • I challenge you all to help us transform joint
    training to make our Joint Force even better and
    more lethal than it is today

Chairmans Guidance
  • Vision
  • Everyone required to conduct military operations
    will be trained, under realistic conditions and
    to exacting standards, prior to execution of
    those operations. People selected for joint
    assignments will be trained prior to reaching
    their duty location.

  • You will receive information, updates and status
    briefs on T2, TC AoA, DRRS, JLLP, the Joint
    Training FCB, Joint CBRNE Capability Team support
    to Combatant Commanders
  • You will receive Combatant Commands and Combat
    Support Agencies top 3-5 joint training issues
  • You will participate in one of three focused
    Breakout Groups the heart and sole of this
    WJTC
  • Breakout Group 1 Joint Training Enablers
  • Breakout Group 2 Joint Training Requirements at
    the Individual, Staff and Component Level
  • Breakout Group 1 JFCOM Role as CJCS lead for
    Joint Training, the Joint Force Integrator, and
    Joint Force Provider
  • Get to the issues, determine the inhibitors,
    enablers, desired capabilities
  • Develop a Plan of Action and Milestones to
    address the issues focus on the How To not
    the What is
  • Your ideas are needed, we need to know what we
    must do to enhance your warfighting capability
    through joint training

  • A framework for fixing the shortfalls in joint
    training individual, staff, collective and
    component command levels
  • How are combatant command Joint Training
    Requirements linked to service component commands
  • How should training enablers (JTIMS, JRAT, UJTL,
    AoA etc.) evolve to support emerging Joint
    Training Requirements
  • How should the JTS support Plans and Readiness
  • Establish the foundation/framework for the
    Future JTS
  • Align CJCS Exercise Program and the JTS to
    better support T2, the CJCS, and the Combatant
    Commanders

Conference Objectives
  • Provide the Combatant Commands a forum to present
    their joint training requirements and issues
  • Provide a forum for OSD, Joint Staff, JFCOM and
    others to update/inform the joint community on
    joint training issues, initiatives and on-going
    programs
  • Update the Joint Community on current
    actions/initiatives ongoing with T2, DRRS and TC
    AoA
  • Provide a forum to resolve joint training issues
  • Establish a plan of action and milestones to
    resolve remaining joint training issues
