Index
  • The noise problem
  • What is the problem
  • Who it affects
  • Environmental noise management systems
  • What it is an ENMS
  • How to implant an ENMS
  • Pd audio in ENMS
  • Remote hw equipment
  • Sw applications for ENMS and data collection

3
The Noise Problem
  • Noise produce physiological effects (deafness,
changes in the cardiac rhythm, breath rhythm,
    arterial tension.....)
  • And psychological effects (nervousness, stress,
problems for paying attention, effects on
    sleep,......

4
The noise factor
  • Noise is a subproduct of Economical activity
  • Technological factors increase the noise levels
(PA more powerful at cheaper prices)
  • In leisure activities the changes of habits
    increase the nuisance levels
  • Citizen sensitivity

5
The noise problem
  • According to the Green Paper of the EU on future
politics against noise around 20 of inhabitants
of the EU suffer a noise level that the health
    professionals consider unacceptable
  • This means around 80 million people

6
The noise problem
  • Another 170 million live in grey areas where
the noise causes important problems during day
    hours.
  • The cost of the noise effects for the citizens
was evaluated between 0.2 and 2 of the GIB

7
The noise problem in the EU
  • Objectives of regulationTo establish
    environmental objectives, which are quantifiable
and at the disposition of all interested parties.
  • to preserve urban noise environment
  • to demand construction standards
  • regulation of sound transmission levels
  • to establish legal framework for general
    procedures for noise environment management
    procedures
  • to inform to the citizens about the noise they
    suffer
  • The EU Green Paper on Noise establish the
obligation of the administrations to inform the
citizen about the noise levels that they suffer
and to take steps in order to reduce the emission
of noise levels by different sources.

8
Environmental noise management systems, ENMS
  • Defined according the ISO 14000
  • Objectives
  • To accredit noise environment quality
  • To grant the accomplishment of the environmental
    noise policies and quality objectives
  • Requirements
  • To define quality standards by law
  • To establish corrective measures
  • To define an effective monitoring and survey
    procedure
  • To establish a correction method of the
deviations with respect to the established
    objectives.

9
ENMS -1
  • To implant an ENMS according ISO 14000
  • To define an environmental policy
  • To establish noise environment objectives
(quantifiable and at the disposition of the
    interested parties)
  • To define a noise environmental regulation law
  • To name those responsible for achieving the
    objectives
  • To define the means necessary for achieving the
    objectives
  • To measure and record continually the significant
    environmental parameters
  • To establish a systematic auditory plan
  • To provide means for periodic revision of the
    efficiency of the NMES.

10
ENMS -2
  • Sources of environmental noises
  • Produced by public activities (bars, discos,
    enterprises...).
  • Permanent noises
  • Air machines
  • Fans
  • Machines in general
  • Noises whose levels can be manipulated.
  • Emissions from PA systems
  • Which are produced by the people inside premises
  • Produced by traffic, aeroplanes... this noise
can be measured but is not directly controlled
(only planning actions can be taken or noise
    barriers against theses noises)

11
ENMS -3
  • The maximum emission level is fixed by law
  • Strategies for controlling the noise
  • Controlling the sound emission level of the
    sources (frequency dependent) Active
    soundproofing
  • Treatment of the wall facings by means of passive
elements, in order to modify transmission
characteristics so that they produce the
necessary reduction of transmitted noise Physical
    soundproofing (Passive)
  • Basic equation
  • Premises level (frequency dependent)lt acoustical
    insulationmaximum
  • permitted level.

12
ENMS -4
Basic equation Premises level (time varying
frequency dependent) lt attenuation of walls
(frequency dependant) maximum permitted level.
13
ENMS -5
  • Controlling the signal level of the loudspeakers
    (frequency dependent)
  • This control also reduces the noise level
produced by the people inside the premises.
  • Maintaining the sound level inside the premises
below the maximum spectrum guarantees the
    compliance with legal requirements

14
ENMS -6
  • Controlling the noise inside the premises
  • Advantages cheaper,(the noise can be measured
inside their premises where the levels are
higher)can be integrated in all the situations.
  • Can be verified with the proper inspection system
The walls attenuation is frequency dependent
  • The music, speech and other audio signals have a
    short time varying spectra
  • The optimum control following the basic equation
has to be done in real time and for all
    frequencies

15
ENMS -7
  • Licence procedure
  • Measurement of the acoustic characteristics of
    the premises
  • Granting the working license in function of the
    maximum noise spectrum
  • Monitoring the activity by a black-box which
    reports the noise (sound) activity

16
ENMS -8
  • Black-box requirements
  • To Measure and store the noise conditions
    periodically (programmed)
  • To Incorporate a system that allows the Local
Authority Engineering Department to collect the
    data (in safe conditions).
  • This strategy of continuos survey impose the
    necessity of a protective device.

17
Pd Audio in ENMS-1
  • Monitoring terminals
  • SDR-100
  • Noise emission control and monitoring terminals
  • EQD 50SRE
  • EQD 100
  • Data collection systems GSM based, PSTN,
    portable terminals
  • GestionSDR, software system for information
    processing

18
Pd Audio in ENMS-2
  • SDR-100
  • It is a black-box which reports the noise (sound)
    activity
  • To Record and store the noisy periods of premises
  • To Record and store the sound levels of noisy
    periods.
  • To Incorporate a system which allows the Local
    Authority Engineering Department collect the
data, which will be neither destructive nor
    permit untoward tampering.
  • Necessary protective device

19
Pd Audio in ENMS-3
  • Noise emission control and monitoring terminals
  • EQD 50SRE
  • EQD 100
  • They are predictive algorithm devices
  • They work in line and profit from the advantages
of the direct loop and feedback loop devices
  • The discriminator is a programmable algorithm
  • They use the characteristics of the premises as
    data calculations
  • They work in a spectral way
  • It maintains the music spectrum below the
maximum noise spectrum of the room
  • It facilitates the control and the inspection of
    the installations

20
Pd Audio in ENMS-4
  • The EcuDap EQD-100
  • It is an adaptive equaliser which maintains the
spectrum level below the maximum of the room in
    which it is installed
  • It guarantees that at all times the noise level
transmitted to the surroundings is that permitted
    by law

21
Pd Audio in ENMS-5
  • EcuDap EQD-50 SR
  • They are adaptive loudness controls
  • The working evaluation is spectral
  • They always maintain the sound level inside the
room below the maximum legal level

22
Pd Audio in ENMS-6
  • Data collection systems GSM based, PSTN,
    portable terminals
  • communication software packages

23

offers data management and collection of all
activities existing in any council district.
  • Pd Audio solution offers
