Policy Options

• Support to migrants
• Help people to break away from patron-client ties
  microfinance, formal SP
• SP that prevents people from entering bonded
  arrangments with patrons insurance, disability
  or sickness benefits
• Recognise that benefits targeted at broad caste
  categories can be cornered by some powerful
  castes within them
