    in the Strategy for Socio-Economic Development

    Plan of Spatial Development of the Region of
    Warmia and Mazury

  • The purpose of the study
  • The Study will be a source of information for
    local goverment of every level on the regional
    problems, which will require taking actions
    commonly, organising regional undertakings and
    investments in this area, as well as resolving
    conflict between developing cities and
    neighbouring communes.
  • STAGES OF THE ELABORATION
  • Troblesome region boundaries recognision
  • Evaluation of the actual state and a recognision
    of development preconditions
  • Defining the direction of development

PROCEDURAL AND LEGAL CONDITIONS
  • Recording the troublesome region in the spatial
    development plan of a region
  • Valid Conception of the Spatial Development of
    the Country passed by the Parliament on the 17th
    November 2000.
  • Rejection of the updated CSDC, elaborated by the
    Goverment Centre for Stategy Studies, by
    Parliament in 2005.
  • The valid 2003 Planning Act lacks regulations on
    ways of defining boundaries of troublesome
    regions, making plans for these areas and carring
    out the plans
  • Formation, by the Prime Minister, of the group
    working on new law acts projects relating to the
    spatial planning system.
  • The lack of legal basis for considering the city
    of Olsztyn and its neighbourhood areas as a
    metropolitan region.

FUTURE STUDIES
  • We are currently working on the second part of
    the study investigating the territory of
    particulary chosen communes only
  • The first results reveal that suburbian zone
    includes six communes only commune of Dywity,
    Barczewo, Purda, Stawiguda, Gietrzwald, Jonkowo
    and very few of Olsztynek

FUTURE STUDIES
  • Those communes are closely linked with the city
    of Olsztyn
  • A bypass of Olsztyn will go through those
    communes
  • People who move not from Olsztyn, build houses in
    those communes
  • Those communes release sewage treatement plant in
    Olsztyn
  • Rubbish from those communes is disposed at the
    same waste dump
  • Public busses get to those communes from Olsztyn
  • Residents of those communes use schools,
    hospitals and any other fascilities and services
    in Olsztyn
  • Residents of those communes are working in
    Olsztyn but paying taxes in theirs communes
  • BY THE END OF DECEMBER THE DETAILED CASE STUDY
    DESCRIBING TOWN-SUBURBS RELATIONS WILL HAVE BEEN
    FINISHED. THAT IS WHY I WILL PROVIDE OU WITH THE
    RESULTS AT THE NEXT MEETING, IF SUCH ONE IS HELD
