• Youths represent 18 of the world population and
  60 of them (age 15 24) live in Asia. When
  looking deeply into how much care the advanced
  countries pay to the unemployment among youths
  (despite its low percentage), we conclude the
  vital importance of this issue.
• Youths comprise more than 40 of the unemployed
  people in the world. Youths whose salaries are
  less than one US dollar comprise 238 million,
  and 464 million dont exceed two US dollars.

• As for unemployment in Iraq, local and some
  unofficial sources say that 40 are jobless
  others declare as 80, while the official records
  of MoLSA registered an encouraging percentage of
  around 20. In this respect, we must refer to
  some statistics which confirm the governments
  concern about youths as compared to other Arab
  countries, e.g. Palestine, Mauretania, Lebanon,
  Lybia, UAE, Jordan, Morocco, Somalia, Saudi
  Arabia, Tunisia, Djibouti, Qatar, and Oman. Two
  Articles of the Iraqi new Constitution referred
  to the importance of youths, developing their
  skills and their right to practice sport
  activities.

• Although the programs of some authorities,
  including MoLSA, participated in solving and
  decreasing the percentage of the unemployment, we
  believe that the real problem is how to treat the
  tendency for dependence and the frustration of
  the Iraqi personality. We always notice that
  graduate youths seek a government employment
  which is not a real opportunity of getting a job
  but is simply some kind of masked unemployment
  due to the fear of breaking into risky labor
  areas. The masked unemployment is the most
  dangerous element to the future of the overall
  development. It provides only fake statistics of
  the development standard in the
  country.

• The Ministry is keen to solve the unemployment
  problem, as first priority, by training the
  youths through the project How you establish
  your project. The Ministry continues to develop
  the project, which started training a unique
  selected group of voluntary officials to be the
  first core of training through clear strategic
  steps. They received courses in Training the
  Trainers TOT. As for training the youths, many
  courses were given in establishing and running
  small projects in Thi Qar, Kerbala and Wasit.

• We used some means to direct the youths and urge
  them to run the projects such as
• Direct site contact with the youths.
• Using phone and internet as new means of
  communication and exchange information.
• Using TV Programs on the Iraqi TV . titled
  Welcome Youths" edited and produced by the
  Ministry.
• The Arabic Announcement to Enable the Youth is
  considered as interpretation to the aims of the
  third plutonium of the comprehensive development
  and to urge the youths to be active, productive
  and participating in the society.

• From these points we suggest the following
• We should focus on the training projects to urge
  as many youth as possible to establish their
  small projects and qualify them to run the job.
• Participation of government and non-government,
  local and foreign parties to put new programmes
  for youth.
• Participation in giving finances back up to these
  projects through joint projects and complete the
  first stage to enhance the market economy.
• Make use of the media to encourage and distribute
  the aims behind establishing these projects.
