2Introduction
On January 21, 2025, the European Union (EU)
published a notice detailing the awards and
selected companies to provide translation
services, effective January 1, 2025, under a
tender called 126176-2024 Competition that
was announced in February 2024.

3The contract for single and multiple source
language documents in the 24 official EU
languages/lots is meant to service the
Directorate-General for Translation of the
European Parliament (EP), the European Court of
Auditors, the Committee of the Regions of the
European Union, and the European Economic and
Social Committee. This was an open tender (i.e.,
without reserved participation) and had no
specific assigned budget, although the award
notice does list a maximum total contract value
of EUR 119,048,125.00 million (USD 123m).
Awardees will provide services for up to 60
months with no geographic restriction, which
means that they can be located anywhere in the EU
and still service multiple language lots. Each
framework contract issued will have an initial
duration of 12 months, renewable up to four times.

440 companies are listed as awardees in the
notice, with Acolad being selected for the most
lots (eight). ORCO S.A. was awarded six lots, and
INTERTRANSLATIONS was awarded five lots.
PRESTO and Lionbridge were awarded three lots
each, and the rest of the awardees got one or two
lots. There are also six consortia (companies
that partnered with others to bid on the tender)
among the contract winners.
The largest single award is valued at EUR
10,380,200.00 million (USD 10.7m) and was
assigned to Lot 11, translation into Irish. It
was awarded to language services providers (LSPs)
Language Training and Translating Ltd., based in
Ireland, and ACCESS INTERNATIONAL EMEA S.R.L.,
based in Romania. The second largest award is
valued at EUR 8,417,500.00 (USD 8.7m) and was
assigned to Lot 3, translation into Danish. This
lot went to Lionbridge and Acolad.

5One of the most interesting aspects of this
contract is that awardees must disclose their
translator pool, and these translators, along
with project managers and legal representatives,
were required to sign a contract annex and pass
competency tests. The contract also mandates a
minimum daily translation volume for contractors,
with a EUR 500 (USD 520) penalty for refusal to
accept assignments. AI translation was not
explicitly mentioned.
