Problems

• Germany is a federal country with many different
  library systems and portal software solutions
• Central solutions are difficult to achieve and
  often despised
• The licence situation for databases and journals
  differs from town to town and from state to state
• ? National Portals have to deal with these
  problemsauthentication procedures etc. will be
  needed

• Easy access to full-text of freely available
  Electronic Journals (development of generic link
  resolver)
• Price-models for pay-per-view-options
• Open Access Solutions
• Co-operations with publishers

Different Aims

• The aims of libraries, information centres,
  publishers etc. differ
• Some institutions need to make money while others
  would like to provide their services free of
  charge
• Solutions will have to be found where publishers
  and database providers earn enough money and
  where users do not have to pay too much and will
  not be charged for something they need not pay for
