- Some lessons learnt
3TEN TeleComBasic Principles
- Support to PRE-COMPETITIVE INITIATIVES ...
- Based on a SOLID CONCEPT, for a CONCRETE MARKET
and using PROVEN TECHNOLOGIESNot centred in
technological RD - Supported by a MULTI-DISCIPLINAR CONSORTIUM, but
with a CLEAR ORGANISATION of responsibilities and
firm PROJECT MANAGEMENTNot just an addition of
entities and countries - With a BUSINESS PERSPECTIVE clearly shown from
proposal submissionNot a project without
sustainable future
4Past ExperienceThree Projects in HealthCare
- 1996 The Mediterranean Network for HealthCare
Tele-Collaboration - Health professionals sharing information,
education and even 2nd opinions on diagnosis and
treatment, through a permanent Observatory in
Barcelona - A political empowerment (Mediterranean
Conferences), background clinical willingness
(paediatricians already working together) and a
unique Industry (telecom) working with all them
(careful communication, straight-forward
management) - From Euro-ISDN infrastructure to Internet-enabled
services (lessons learnt and integration into
broader market initiatives)
- 1997 Multimedia Health Information for Citizens
- Access to health information (guidance,
education, prevention) by European citizens
though widely available technological means (from
Kiosks to Internet and integrated Call Centres) - Growing-up from TAPS RD Projects (future core
components?) and moving into feasible market
services (deeper understanding of market
realities, well-proven solutions and active
market agents, even NGOs) - Several complementary pilots (stable enough to be
expanded from initial testing) and refined
business plan (combining market approaches and
exploitation models)
- 1998 Integrative Delivery Networks in
HealthCare - Users Community (from patients to health
professionals) affording Identification Access
Registration of relevant medical information
widely available in the network - Growing-up from a public-private agreement
(secondary healthcare provision facility being
built and managed by a private Insurance Company
for 105 years) - Political replacements (re-conducting
communication), private movements (uncertain
future international commitment) and deep
Business Plan refinement (alternative focus due
to market knowledge and initial assumptions
invalidity)
5Current ExperienceOne project success and one
proposal failure
- 2000 Information and Services Brokerage in
Foreign Trade - Evolving from a specialised information channel
(foreign trade) towards a real Business-to-Busines
s platform (secure e-transaction management) - Growing-up from a solid starting point (info
brokerage already available) and having a
background business commitment (core players
agreeing for future B2B) - Deep work in a continuum for Exploitation
Analysis, Design and Negotiation (financial
entities being convinced from project
negotiation) - Complementary effort being assured from core
partners (technological infrastructure and
developments not exceeding TEN TeleCom funding
rules)
- 2000 An Interactive Community for Young
Citizens - Online community and cultural services for young
populations - Growing-up from Spanish speaking citizens
(native, emigrants, second language) - Complementary Consortium, covering all the key
facets and being deeply motivated to the future
business - Trans-European dimension not strong enough (to be
recovered in future calls?)
6Organisation of WorkConfiguring an optimum
Consortium
MARKET / USERS Deep knowledge of market
conditions (realism) and even grouping
capability (initial base of users)
CONTENT / SERVICE Real feedback and provision
capability of crucial information and services to
be deployed
CORE INFRA-STRUCTURENot only network providers,
but mainly key components expertise and
availability(e.g. e-transactions)
Commitment to work together for a common and
single goal
MANAGEMENT / PROMOTION Multi-company project
co-ordination, but even more important business
empowerment and promotion

8CONCLUSIONSSome lessons learnt
- PROBLEMS ...
- Experience and organisations very diverse
- Past more from RD projects but not much from
real operations and services - Different motivations and principles for the
future - Wide possible services and market still immature
or under evolution
- SOLUTIONS ...
- Detailed planning of tasks and frequent checking
points - Unique project direction, firm and very close to
the core of business - Differentiate participants in the Project Vs.
Business - Continuous contrasting of the needs, market
realities and business model
- LESSONS ...
- Not to underestimate co-ordination effort and
re-scheduling responsibles - Limited Consortium, agreeing with the rules
from the beginning - Business perspective, always as a guide and the
ultimate goal - Open minded to operational schemes, evolving as
market evidences are clear
