• Build state and territory capacity to deliver an
  effective young offender program in most
  jurisdictions
• NMVTRC to provide model program and seed (or
  partial) funding for two years
• Commonwealth prepared to make one-off
  contribution of 200K, subject to some conditions
• Local stakeholders need to establish links to key
  agencies and services
• Top priority for 2002
